Description
NASA/ARC has a requirement for a stabilization system for the Ames Solar Spectral Flux Radiometer. The stabilization system must satisfy the following requirements: 1. Autonomous operation with minimum setup. 2. Operation in a marine environment. 3. Load capacity for two one-pound light collectors. 4. Light collector mounting with unobstructed hemispherical field-of-view. 5. Capable of correcting for motion in roll and pitch of up to +/- 15 degrees. 6. Maintain position of the light collectors for extended periods of time (12 continuous hours) to within +/- 1 degree of vertical. 7. Because of the height of the system above the waterline, it must recognize angular rotation as well as acceleration. It must sense and correct drift errors caused by sensor noise and the rotation of the earth. 8. If a GPS inertial measurement unit is used for error corrections, a serial data consists of real time, latitude, longitude, pitch, and roll of the stabilizing system is required. 9. The gimbal mechanism must have zero backlash, ultra-smooth motion, high resolution control, and reliability. 10. The system must be compact and light weight (in the range of 20 lbs or less). NASA/ARC intends to purchase the items from Sagebrush Technology, Inc. New Mexico, due to experience in this area and availability of delivery of this item. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 3, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
