Description
This synopsis amendment is issued to replace the original synopsis in its entirety with the following: This synopsis is being posted to both the Federal Business Opportunities (FedBizOpps) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FedBizOpps is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FedBizOpps is unavailable. Please feel free to use either site to access information posted by the NSWC Crane Division. You may also access information on the NSWC Crane Division web site at http://www.crane.navy.mil/supply/homepage.htm. The Naval Surface Warfare Center Crane has a requirement for the procurement of Improved Operator Control Panel (IOCP) Displays and IOCP Flash Drive Cartridges, as well as the repairs of the IOCP Display Subassemblies (Parvus Corporation P/N?s: PRV-0942-XX, PRV-0749X-XX, PRV-0764X-XX, PRV-0747X-XX, and PRV-0750X-XX). These items are currently used in the AN/USQ-113(V)3 Radio Countermeasures Set on the EA-6B aircraft. This requirement is anticipated to result in a 5-year, firm-fixed price, indefinite delivery, indefinite quantity (IDIQ), supply contract. The contract minimum is for 24 IOCP Displays. The maximum IOCP Displays that will be procured is 74. The minimum IOCP Flash Drive Cartridges that will be procured is 52. The maximum IOCP Flash Drive Cartridges that will be procured is 700. Repairs are estimated as follows for each year: 16 of PRV-0942X-XX, 16 of PRV-0749X-XX, 12 of PRV-0746X-XX, 40 of PRV-0747X-XX, and 12 of PRV-0750X-XX. Delivery will be FOB Destination, NSWC-Crane, Crane, IN 47522-5000, within 50 days after receipt of orders for repairs and within 168 days after receipt of orders for IOCP Displays and IOCP Flash Drive Cartridges. Inspection and acceptance will be at destination by NSWC Crane personnel. Other than full and open competition procedures will be utilized with Parvus Corporation IAW FAR 6.302. Only one responsible source and no other supplies will satisfy agency requirements. The Government does not possess Parvus Corporation?s Level III drawings & test procedures for the IOCP Displays. New IOCP Displays, IOCP Flash Drive Cartridges, and repaired IOCP subassemblies must form, fit, and function within the existing USQ-113. All changes to the requirement that occur prior to the closing date, 12 June 2006, will be posted to Crane web site, FedBizOpps, and NECO. It is the responsibility of interested vendors to monitor the Crane web site, FedBizOpps and/or NECO for any additional amendments that may be issued. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award utilizing other than full and open competition procedures. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source, Parvus Corporation, 3222 South Washington Street, Salt Lake City, UT 84115, under the authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. Interested parties may respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
