- The Naval Air Systems Command, Naval Air Warfare Center Weapons Division (NAVAIR WD), China Lake, CA intends to enter into negotiations for a Firm Fixed Price (FFP) modification to contract N68936-05-C-0069 to include the additional requirements described below. This effort is being procured on an other than full and open competition basis to General Dynamics Advanced Information Systems, Inc. The initial procurement was not synopsized due to urgency. The existing contract for integration planning of Story Maker's integration into the Department of Homeland Security (DHS) Air and Maritime Operations Center (AMOC) will be modified to include a pre-flight System Integration Lab (SIL) demonstration and flight demonstrations. Story Maker provides an overall reconnaissance architecture that stresses multi-service/multi-platform utility, interoperability among existing and planned airborne reconnaissance components, timely dissemination of intelligence information to operational forces, enhanced combat identification capability, and high payoff multi-use technology. The proposed modification will serve to validate the core fusion and situational awareness/assessment capability applicable to the AMOC. The briefing report resulting from the demonstrations will be delivered FOB destination to China Lake CA on or about 30 Sep 06. This requirement is limited to General Dynamics as it is a continuance of effort already underway. General Dynamics is also the sole developer of Story Maker and the only contractor that maintains the requisite skilled workforce and experience that can extend the current Story Maker capability to encompass the AMOC functional requirements. Any firms believing that they can meet the above listed requirements, clearly showing their ability to do so, may submit a written response to be received at the contracting office no later than 15 May 06. All responsible sources may submit a quotation, which shall be considered by the agency. Contract modification is expected on or about 15 Jun 06.
