Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) The reference number is BPAMST and the solicitation is issued as a request for quotation (RFQ). (iii) This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-09. (iv) This solicitation is 100% set-aside for small business concerns. The associated NAICS code is 611692, and the small business size standard is $6,000,000. (v) This requirement is for a pre-priced Blanket Purchase Agreement (BPA). (vi) Description: 1) The contractor will provide Motorcycle Safety Foundation (MSF) Certified training and instruction for the following courses: MSF Basic Rider Course; MSF Experienced Rider Course; Sport Bike Proficiency Training Program. All instructors for the courses will be Motorcycle Safety Foundation certified Rider Coaches. 2) The course curriculum and riding instruction for the MSF Basic Rider Course will meet the requirements set forth by the Motorcycle Safety Foundation. The course will conclude with a written knowledge test and riding skill evaluation. The amount of classes per month will depend on student demand. A minimum of six students and a maximum of twelve students will be permitted per course. 3) The course curriculum and riding instruction for the MSF Experienced Rider Course will meet the requirements set forth by the Motorcycle Safety Foundation. The amount of classes per month will depend on student demand. A minimum of six students and a maximum of twelve students will be permitted per course. 4) The course instruction for the Sport Bike Proficiency Training Program will meet the requirement set forth by the Air Mobility Command Sport Bike Proficiency Training Program Operational Concept, Version 1.0 dated March 2006. The course will consist of classroom instruction, hands-on training with performance and knowledge-based evaluations. The classroom instruction as a minimum will include: a risk management module, the MSF cornering module and the MSF braking module. At the end of the classroom segment, trainees will be required to pass a written evaluation to test their comprehension of the information discussed. Minimum passing score is 80 percent. A minimum of six students and a maximum of ten students will be permitted per course. The amount of classes per month will depend on student demand. Hands-on training will be conducted utilizing the MSF Experience RiderCourse Range Exercises 3, 5, 6, and 9. 5) The contractor shall furnish all plant, labor, material, equipment, facilities and transportation, except specified government furnished property necessary to perform the services described herein. Please email assigned contract specialist for a statement of work. (vii) Period of Performance is 22 May 2006 to 21 May 2009. (viii) The provision at 52.212-1, Instructions to Offerors ? Commercial, applies to this solicitation. (ix) The provision at 52.212-2, Evaluation ? Commercial Items, applies to this solicitation. Paragraph (a) of FAR 52.212-2 is added to read: Lowest Price technically acceptable. (x) The provision at 52.212-3, Offeror Representations and Certifications ? Commercial Items, applies to this solicitation. The contractor shall be registered in the Online Representations and Certifications Application ? ORCA ? at http://orca.bpn.gov/. (xi) The clause at 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition. (xii) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items, applies to this acquisition. The following FAR clauses identified at paragraph (b) of FAR 52.212-5 are considered checked and are applicable to this acquisition: (14-19), (20), (31), (c1) and (c2). (xiii) Award can only be made to contractors registered in the Central Contractor Registration web page, http://www.ccr.gov. A BPA is similar to a commercial charge account. It is a simplified method of filling anticipated repetitive needs for supplies or services by establishing ?charge accounts? with qualified sources of supply. The authorized government individuals place calls and make payments through Defense Finance Accounting Service. A BPA is an agreement only, not a contract, between your organization and the government. Terms and conditions of the agreement are established in advance, which govern future purchases (if any) made against the BPA. The Government is only obligated to the extent of authorized calls placed against the BPA and your firm is not obligated to perform in response to an unauthorized call against the BPA. SPECIFIC REQUIREMENTS: To be acceptable the quote must be submitted with proof of Motorcycle Safety Rider coach Certification for all employees expected to do work on this Blanket Purchase Agreement. Price list for quote must include the following: Price for MSF Basic Rider Course 2006/2007 ___, 2007/2008____. 2008/2009____. Price for MSF Experienced Rider Course 2006/2007____, 2007/2008____, 2008/2009. Price for Sport Bike Proficiency Training Program 2006/2007____, 2007/2008____, 2008/2009____. The contractor shall: a) provide proof of valid and clean driving record for themselves and all employees. b) The contractor shall provide and maintain valid proof of personal and motorcycle insurance coverage and/or insurance card. (xv) Commerce Business Daily numbered note 1 applies to this acquisition. (xvi) The solicitation due date is 11 May 2006, 4:30 PM EST.
