Wolfe Ave., Edwards AFB, CA 93524 SUBJECT: Enhancement Jet and Rocket Engine Test Site JRETS Program JRETS REF NO.: JRETS Program DUE: 16 May 2006 POC: Deanna Wright, deanna.wright@edwards.af.mil; 661-277-7706 (ph), 661-275-7859 (fax) DESC: The Air Force Flight Test Center (AFFTC), Edwards AFB intends to award as a sole source, Cost Plus-Fixed Fee contract, under Federal Acquisition Regulation (FAR) part 15. This Announcement is pursuant to FAR 6.302-1 (a) (2) (ii). This acquisition is unrestricted. The NAICS code is 541710. The following effort will be procured: Completion of the assembly and testing of the equipment designed for the Jet and Rocket Engine Test Stand. This is a follow on action for Jet and Rocket Engine Test Systems at JRETS East & West. The applied knowledge of Rocket engine test approaches shall be incorporated into the assembly, examination, assessment and enhancement of rocket motor test systems including but not limited to the use of various combinations of hazardous propellants and gases. An enhanced environmental and noise reduction protection tunnel shall be tested for accuracy and used to access these propellants. These techniques combined with integration & procedures of data collection and acquisition controls shall be applied. In addition the contractor shall provide direction for subcontractors associated with tank certification, valve repair, refurbishment, pipe fabrication and data acquisition associated with jet and rocket engine test facilities. The Air Force Research Laboratory, Edwards AFB, CA is planning an intent to Sole Source contract to Wyle Laboratories, San Bernardino, CA for the upgrade, improvement and validation of their existing Jet and Rocket Engine Test Stand test equipment; therefore, this announcement is pursuant to FAR 6.302-1 (a) (2)(ii). Contractors interested in this requirement should submit a complete technical quote, which provides clear and convincing evidence that they can meet the Government's technical requirement. In addition, the response should include any special requirements for a Research and Development contract in accordance with FAR Part 15. Anticipated Award date is 30 Jul 2006. Responses must be received no later than (NLT) 4:00 p.m., Pacific Standard Time, 15 May 2006.
