SOURCES SOUGHT HIGH DENSITY MOBILE SHELVING SYSTEM Sources Sought # SSDOTTL001 The Department of Transportation (DOT), Office of the Secretary of Transportation (OST) plans to issue a Request for Proposal (RFP) for High Density Mobile Shelving System for it?s new headquarters building located at 1200 New Jersey Avenue, SE, Washington, D.C. Contractor will design the shelving layout and provide labor and materials for the installation of a fully operational high density mobile shelving system. See attached Statement Of Work (SOW) for complete details. This sources sought notice is open to GSA schedule holders under NAICS Codes: 33712, 332510 and 337215. GSA holders who are HubZone, 8(a) and small business are encouraged to reply. Award of a firm fixed price contract is anticipated. A decision on the acquisition approach (i.e., full and open competition versus an 8(a) or other set-aside competition) has not been made; a combined synopsis/solicitation may be issued once a determination has been made. The solicitation may be distributed electronically via the Government?s electronic posting Web site at http://www.eps.gov under the Department of Transportation, OST, Acquisition Services. This synopsis is for information and planning purposes only. It is not a notice of a solicitation, and does not constitute a Government agreement to contract. Interested sources under NAICS 337127, 332510 and 337215 must submit the firms name, address, phone number, contact name, GSA/GWAC schedule number, business entity (i.e., large business, small business, 8A, HubZone, etc.), and a brief description, not to exceed 3 page, explaining how you meet the requirements of this synopsis. Specifically, (1) your ability to design a high density mobile shelving system between 10,000 and 14,000 linear feet that fit within the boundary of our space per attached SOW, (2) ability to provide high density mobile shelving units (3) ability to provide installation within a flexible time frame (i.e., you will be given a window, you must be able to start approximately 2 weeks after that notification anytime during that window), (4) ability to provide staff that?s able to meet DOT security requirements to work inside the building. Large business, small and disadvantaged businesses are encouraged to team in support of one DOT contract. Responses are required by 2:00 pm EST on Friday, May 5, 2006. In all correspondence, ensure that you reference Sources Sought announcement number SSDOTTL001. The Government does not pay for any expenses incurred in the preparation of this request. Any entity responding to this SOURCES SOUGHT should ensure that its response is complete STATEMENT OF WORK HIGH DENSITY MOBILE SHELVING STATEMENT OF WORK 3.1. GENERAL DOT has a requirement for a high density, mobile shelving system for our new headquarters building located in South East, Washington, DC. Occupancy is expected in September, 2006. The Department of Transportation (DOT), excluding the Federal Aviation Administration (FAA), will consolidate from various locations into a state-of-the-art and efficient leased facilities in September, 2006. The new facility will include approximately 1.35 million rentable square feet and will consist of a west and east building, nine and eight floors respectively. The new headquarters building will support the mission and goals of the DOT, which are: improve the quality of the work environment; accommodate all operating administrations; improve space efficiency and utilization; and embrace new technology and ways to function via innovative solutions. In addition, the DOT is pursuing a LEED (Leadership in Energy and Environmental Design www.usgbc.org/LEED ) certification with a preference for the Silver Certification for its headquarters. For this qualification, the DOT expects the furniture to meet EPA standards and perform those standards set by the LEED rating system. 3.2. Scope of Work The scope of work for this firm fixed-price contract is to provide the DOT Library with high density mobile shelving in the West wing of the new DOT Headquarters building. Work performed under this contract will encompass services to design the shelving layout and installation of a fully operational high density mobile shelving system. 3.3. Background The Office of Information Services (OIS) within the DOT is responsible for delivering efficient and effective administrative services at a high level of customer services to the Office of the Secretary (OST) and the other Operating Administrations (OAs). The OIS is organized by lines of business that provide administrative services in various areas of expertise. The DOT Library staff works with major research collection in the field of transportation, and related subjects. It also serves as the principal source of published information to support the administrative, operational, and research programs of DOT. The collection has national importance and is worldwide in scope. There are more than 200,000 books, documents, reports, standards, periodicals, CO-ROMs, microforms, and electronic files in English and in foreign languages. The collection has in-depth coverage in all fields of transportation, emphasizing both the socioeconomic and the engineering aspects. The Library has a collection of DOT Orders, transportation accident reports, and other historic documents. These are essential to modal employees' research as well as the public. 3.4. Space plan information. The DOT Library will be located on the plaza level of the West wing of the new DOT headquarters. The square feet, ceiling height, dimensions, etc. are approximate and must be verified by the successful offeror.  Main area (public services) ? approximately 4,000 sq. ft.  Back area (technical staff) ? approximately 500 sq. ft  Wall space ? 100 ft. wide Security (locking) shelves for rare, fragile, unique materials ? some in file folders.  Housed in a separate area within the library; room is approximately 450 sq. ft. The ceiling height is 9 ft. except where the transfer corridors from the interior stairs cut across to the exterior stairs. The ceiling height at the transfer corridors is approximately 7 ft. 3.5. Hard copy collection information. Total number of volumes: 200,000 to include, but not limited to the following types of material.  Current and bound periodicals ? 15,000 volumes  Reference books and indexes ? 3,000 volumes  Law materials (books, loose-leaf, etc.) ? 111,000 volumes  Books, technical reports, DOT Orders, etc. ? 70,000 volumes  Library Staff collections ? 500 volumes  Security shelves ? 200 volumes 3.6. Specific shelving requirements. Shelving design must be configured to provide the maximum linear feet possible in the library's space plan. Contractor must supply separate cost quotes for minimum and maximum linear feet of shelving, as well as floor plan designs for each scenario. DOT expects a minimum of 10,000 and a maximum of 14,000 linear feet of high density mobile shelving. Safety of staff and customers using the high density mobile shelving is critical therefore the following precautions must be taken.  Anti-tipping devices must be installed to maintain the stability of the shelves.  Aisle locking devices must be installed to prevent the aisles from closing when staff or customers are between the aisles.  Shelving must meet ADA/508 requirements. The shelving must be color coordinated with the systems furniture and carpeting in the new library. This effort must be coordinated with the COTR and the New DOT Headquarters' Project Manager (PM).  The double-wide shelves, the shelf units must be independent (not connected across the shelf.) Shelving end panels must include brackets or other ways to mount signs. This signage will be used to list the call number ranges, serial titles, special collections, etc. 3.7. Delivery and Installation requirements Contractor must be flexible in scheduling delivery and installation of high density mobile shelving system. The installation dates must be coordinated with the carpet installation dates to ensure the units are installed first. This effort must be coordinated with the COTR and the New DOT Headquarters' Project Manager (PM). Contractor shall provide training to the DOT library staff on the operation and maintenance of the high density mobile shelving system Contractor shall provide a written warrantee statement and details for follow-on maintenance agreements. Shelving damaged during shipment must be removed and must be replaced with an exact replica at the expense of the contractor with no delay to the project schedule. Damage incurred to walls, floors, or other building infrastructure must be repaired to its original state by the contractor at no expense to the government. Contract staff must be able to meet DOT security requirements to work inside the building. Contractor shall submit employees' names two weeks prior to agreed upon delivery date to ensure those individuals meet the security requirements. This effort must be coordinated with the COTR and the Physical Security Manager. 3.8. Request for additional information Based on linear feet requirements, number of volumes, ceiling height, and types of materials, what are the recommendations for moving the shelves; i.e., manual, mechanical, or electronic?  List the benefits and cautions of all three systems. Based on the shelving design what is the estimated time for the delivery of the shelving system and the installation to be complete?  The estimated time frame for delivery and installation of all miscellaneous furniture is between September and December of 2006. In addition, all other DOT furniture fixtures and equipment will be delivered and installed during that window as well; therefore, significant coordination between the Contractor, DOT PM, and other trades for delivery and installation will be required. The library currently has 36" W x 11" D x 7" H metal shelf units (stationary stacks.) Offeror to verify if these units can be reutilized. Is the company on a GSA contract? Is the company considered a small business? The contractor shall provide the names of three local area references. 3.9. Contractor Furnished Property The contractor shall furnish all facilities, equipment, staffing, and material necessary to perform the work described by this statement of work. Additionally, contractor shall provide storage of materials locally during the installation time frame until installation is initiated at no cost to the government. 3.10. Reports The contractor shall work with the COTR, as well as other DOT offices to supply reports required for the installation and maintenance of the high density shelving. Typical reports include shelving design, delivery and installation timetable documentation, and maintenance manuals. 4.0. Funding Government Purchase Card: The government reserves the right to use a Government Purchase Card to acquire and pay for the services identified in this contract. Only the DOT CO, DOT COTR or Designee is authorized to use a Government Purchase Card against this contract. DOT prefers to pay throughout the project; i.e., pay as contractor completes 25%, 50%, 75%, and 100% of the work. 5.0.
