Description
This solicitation will be made available for download from the FedBizOpps (check one): yes X no Text: Notice of intent to negotiate a sole source follow-on contract with John Palensky Consulting, the procurement seeks to contract with a uniquely skilled person who has the biological education and regional experience and recognition that could support and address complex and frequently confrontational policy and technical issues, in an arena occupied by multiple federal, state, tribal, hydro power owners/operator interests. Palensky Consulting services will provide assistance with the remand collaboration process and the preparation of the new 2006 Federal Columbia River Power System (FCRPS) Biological Opinion (BiOp); and Simultaneously, the Contractor will provide the National Marine Fisheries Service (NMFS) assistance with the Regional Forum (RF), and will represent NMFS interests at multiple technical and policy levels of the Columbia River Basin Fish and Wildlife Authority (CBFWA), and the Northwest Power and Conservation Council (NPPC). Other contractor activities involving Palensky Consulting services include: the NPPC Provincial Review Process, assisting the Salmon Recovery and Habitat Conservation Divisions Assistant Regional Administrators (ARAs), and reviewing and coordinating with FCRPS Branch staff on Research, Monitoring and Evaluation proposals implementing the 2004 BiOp and drafting the RM&E sections of the FCRPS BiOp. Deliverables include: (1) Assistance with the remand collaboration process; (2) Multiple contributions and assistance to NMFS staff in the development and production of the 2006 FCRPS Biological Opinion; (3) Continued implementation of 2004 BiOp components and negotiation related to the 2006 BiOp;(4) Coordinate FCRPS Branch participation in 2004 BiOp RM&E projects. This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government?s best interest, and must address qualifications pertinent to this requirement. CENTRAL CONTRACTOR REGISTRATION (CCR) - In accordance with Section I, FAR clause 52.204-7, Central Contractor Registration, all vendors wishing to do business with any Federal Government Agency must be registered in CCR after October 1, 2003. The CCR system is intended to be a highly secure, single repository of current and accurate vendor data. Vendor registration is required in the CCR to be eligible for award of any contract. Annual renewal is required to remain active. There is no cost to register in CCR. CCR registration data will be used to streamline contract payments and to assist Federal Agencies in complying with the mandate that all Federal payments are to be made by EFT (Debt Collection Improvement Act of 1996). Registration can be completed via the World Wide Web at http://www.ccr.gov. There is a CCR Handbook available to provide detailed information on data you will need prior to beginning the on-line registration, as well as steps to walk you through the registration process. You must have a DUNS number in order to begin your registration. If you do not already have a DUNS number, you may obtain one by calling Dun & Bradstreet, Inc., at 1-866-705-5711 or 610-882-7000. There is no cost to obtain a DUNS number.
