- Continued development of Sea Target Laser Aim Scoring System (STLASS) for the Naval Surface Warfare Center, Corona, CA. The primary task is to provide continued engineering design, hardware and software development, and the acquisition of a test unit. The STLASS will be used to evaluate the operation and accuracy of the helicopter?s laser targeting system and the proficiency of the aircrew in using the targeting system. The requirement is a sole source action to be awarded as a new contract to Meggitt Defense Systems, Inc., Fullerton, CA. A Firm Fixed Price type contract is anticipated. Period of performance will be for one year for Phase 3 with one-year option for Phase 4. Justification and Authority is FAR 6.302-1. Meggitt-Cartwright has performed research and development services, Phase 1 and Phase 2, during the last two years. Because of these past development efforts, Meggitt-Cartwright is the only source possessing the requisite technical knowledge to provide the continued engineering effort to complete the STLASS development requirement. The applicable NAICS Code is 541710. This notice of intent is not a request for competitive proposals. All interest and capability statememts received within 45 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. See Note numbered 22. No solicitation will be posted.
