Description
Naval Air Warfare Center Aircraft Division Lakehurst has been tasked to initiate an Basic Ordering Agreement with Conceptes NREC for Repair of Repairables (ROR), Interim Support Item List (ISIL) Spares, and Maintenance and Engineering Technical Services (CM&ETS) for the Shaft Engine Test Cell, Torque Measurement System (TMS) in support of Engine Adapter Assembly configurations 981AS100, 1562AS100, and 1314AS100. The term of the Basic Ordering Agreement shall be effective for a period of three (3) years. The Government intends to negotiate this BOA under the authority of 10 USC 2304 (c) (1), as implemented by FAR 6.302-1. Concpets, NREC, 217 Billings Farm Rd, White River Junction, VT, 05001, is the designer and manufacturer of the Torque Measurement System (TMS), and is the only known firm possessing the knowledge, experience and technical expertise necessary to fulfill the Navy?s requirements. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all responses received within fifteen days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Navy anticipates the award to be a Firm Fixed Price contract. No solicitations will be available for this procurement.
