Description
The Air to Ground Munitions System Wing (AGMSW) BLU-122 Systems Squadron under the Direct Attack Systems Group (AASG) intends to award a sole source action to General Dynamics Ordnance and Tactical Systems, 4565 Commercial Drive, Niceville, FL. 32578. The proposed contract action is for the production of up to 300 BLU-122 Warheads for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Authorization to do so is contained under 10 U.S.C. 2304(c)(1). This notice of intent is not a request for competitive proposals, but rather a notice of a contract action to renegotiate Production Lot 2 and Lot 3 of contract F08635-03-C-0025. This action is deemed necessary as the vast fluctuation of steel prices was not considered or anticipated at the time of contract award. The Government has determined that a new competitive solicitation for this action would incur substantial duplication of costs in relation to technical and configuration knowledge of the warhead, which would not be recovered through competition, as well as the loss of critical uninterrupted production. The contractor for this action must be a qualified source and meet the Government Systems Requirement Document (SRD)/Performance Specification, as verified by having passed qualification tests and Government flight tests. Interested parties shall submit a capabilities package, which addresses all requirements listed in this announcement. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
