THIS IS A SOURCES SOUGHT ANNOUNCEMENT; A MARKET SURVEY FOR INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. THE PURPOSE OF THIS ANNOUNCEMENT IS TO GAIN KNOWLEDGE OF POTENTIALLY QUALIFIED SOURCES AND THEIR SIZE CLASSIFICATIONS (8[a], HUBZONE, SMALL BUSINESS, LARGE BUSINESS, ETC.) PLEASE DO NOT REQUEST A COPY OF A SOLICITATION, AS ONE DOES NOT EXIST. The Government is seeking, for preliminary planning purposes only, qualified, experienced sources interested in performing the services identified in the attached Statement of Need (SON). The SON represents a broad snapshot of the requirements that could eventually be contracted. Therefore, the Government is requesting that interested concerns furnish the following information: (1) Company name, address, point of contact, telephone number and e-mail address. (2) Type of business, i.e., small, small disadvantaged business, woman-owned, large, etc? under North American Industry Classification System (NAICS) 541511 which contains a size standard of $21,000,000. (3) Under which NAICS does your company usually perform all the services identified in the attached SON? (4) Which of the following would you see as your role in the performance of this potential requirement? (a) Prime Contractor; (b) Subcontractor; or (c) Other. Please describe. (5) Based on the SON , what type of contract would you like to see? (a) Firm-fixed-price (FFP); (b) Fixed-price incentive (firm target) (FPIF); (c) Labor hour contract or (d) Combination of the above (please describe); or (e) Other (please describe). Please include the rationale for your answer. (6) Please characterize your experience in curriculum development and delivery of online post-graduate work in the past as well as your experience with degree program-accrediting bodies. (7) Please describe your expertise in instructional design, to include courseware integration for an accredited post-graduate degree. (8) Provide no more than three (3) references of same or similar type work performed within the last three (3) years. These references should indicate the type of work for each project including functions performed, point of contact, phone number, e-mail address and the dollar value of the project. (9) Please comment and make recommendations on the optimum length of the total contract performance period, with option years. Please include reasons for your answer. (10) Please describe any customary commercial contract terms or conditions you feel would make any resulting contract more effective. (11) If your firm is already on an existing, decentralized federal contract (with any federal agency, not simply DoD), please provide that information (contract number, point of contact and telephone number) as well. DRAFT Date: 25 April 2006 AIR COMMAND AND STAFF COLLEGE?S ONLINE MASTER?S DEGREE PROGRAM MANAGEMENT AND SUPPORT FOR DISTRIBUTED LEARNING COURSEWARE DEVELOPMENT AND DELIVERY STATEMENT OF NEED 1. OBJECTIVE 1.1 The objective of this Statement of Need (SON) is to describe, for preliminary planning purposes only, the requirements of the Air Command and Staff College (ACSC) for programmatic support in preparation for the launch of its online master?s degree program slated for January 2008 implementation. This SON captures in general terms the program management and distributed courseware development and delivery support ACSC requires in creating, marketing, and delivering coursewares. 1.1.1 Program management support includes planning, programming, staffing, and strict adherence to educational theory and accreditation standards of the Southern Association of Colleges and Schools (SACS), as well as adherence to Joint Staff and Headquarters, United States Air Force educational requirements. It also includes integrating coursewares with a Curriculum Management System (CMS) for worldwide delivery, the establishment of asynchronous, collaborative-learning environments for student-faculty interaction, and the creation, delivery, scoring, and results-posting of student learning assessments. Lastly, program management includes student enrollment, status-tracking, and grade reporting, as well as faculty marketing, recruitment, and training. 1.1.2 Distributed courseware development and delivery includes developing online coursewares, presented via print, streaming video, and interactive learning modules/simulations, to as many as 4,000 students worldwide via a CMS that features asynchronous, collaborative learning. Coursewares will be Sharable Content Object Reference Model (SCORM) compliant and will address the following subject areas: 1.1.2.1 Military History and Strategy 1.1.2.2 National Security Strategy and Decision Making 1.1.2.3 Leadership and Command 1.1.2.4 Joint Force Organization, Planning, and Employment 1.1.2.5 Cultural Awareness 1.1.2.6 Current Operations 1.1.3 Modularity. Each of the courses will be modular ? independent of the others, so that each can be modified without requiring modification of the entire program. Additionally, the master?s degree will integrate the existing online Professional Military Education (PME) course that is currently being offered for non-degree development of military officers. 2.
