Description
The Government seeks to obtain a fixed-price contract for a 3 month base period with three additional 2 month option periods and a 135 day transition period for Management and Marketing (M&M) services to successfully monitor mortgagee compliance, market and manage single family properties owned by, or in the custody of, the Department of Housing and Urban Development (HUD), and oversee the sales closing activity, including proper accounting for HUD's sales proceeds in the P2 area, which covers the states of Ohio and Michigan. The Contractor shall provide, within the states of Michigan and Ohio, all facilities, materials, supplies, equipment, labor, and services required to successfully manage single family (1-4 units) properties which are HUD-Owned Properties and to successfully market HUD-Owned Properties. The primary objectives of this Contract are to ensure that: A. HUD-Custody Properties are protected and preserved pending conveyance to HUD. B. HUD-Owned Properties are protected and preserved, properly managed, evaluated, and marketed in a manner which produces the highest possible return to HUD's mortgage insurance funds. C. Under-Contract Properties are promptly closed and, if not, they are returned to the sales market at an early date. D. HUD's net sales proceeds are promptly wired to its Treasury account. E. Average losses on sales and the average time properties remain in inventory are reduced. F. The overall program, and the image of HUD's properties, is positive and complaints are minimal. Any potential contractor must demonstrate the capability to perform the full complement of M&M services by July 1, 2006 or the effective date of the contract, whichever date is sooner. This notice of intent is not a request for competitive proposals. Under authority of FAR 6.302-1, Only One Responsible Source and no Other Supplies or Services Will Satisfy Agency Requirements, HUD intends to solicit and negotiate with only one, or a limited number of sources for these services. However, the Government will consider all proposals received from responsible sources within ten days after date of publication of this synopsis. Interested persons may identify their interest and capability to respond to the requirement or submit a proposal. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
