- The Department of Homeland Security, U.S. Coast Guard (USCG), Office of Contract Support (G-ACS-2B) intents to negotiate on a sole source with MITRE, Corporation, 1820 Dolley Madison Blvd, McLean, VA 22102 under the statutory authority permitting other than full and open competition10 U.S.C. 2304 ( c) (1) as implemented by Federal Acquisition Regulation (FAR) 6.301. DESCRIPTION OF THE PROPOSED CONTRACT ACTION: This procurement is to conduct independent technology and system interoperability assessments, transition planning and analytical services. Task include: Identification of interoperability requirements, systems documentation, gap analysis, identification of Command and Control (C2) and Service Oriented Architecture (SOA) technology requirements, information systems interoperability assessments and C2, Common Operation Picture (COP) systems transition planning, and conduct system-level analysis and performance engineering evaluations using established tools such as InspeQtor and Levels of Information System Interoperability (LISI). This notice is not a request for competitive proposals. Interested organizations may submit their capabilities and qualifications to perform the work required. The Government will consider all responses received prior to the closing date of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Responses will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. The date of award is anticipated to be May 31, 2006
