- The Centers for Disease Control and Prevention contemplates issuing a firm fixed priced purchase order to Emory University School of Medicine, the only known source for the routinely needed requisite dried blood spots, oral fluids, urine from 50-100 children aged 12-36 months, process a protocol through IRB, enroll patients, and collect high quality data in time to complete the study this year. Since Emory University School of Medicine has had a successful collaborative efforts with the CDC providing these specimens that results in high quality data we need for the nation, it is prudent that we extend this collaborative study in order to get enough specimens and adequate data to complete the study. To the best of our knowledge, only one responsible source and no other institute we know of could provide the requisite specimens, process a protocol through an IRB, enroll patients, and collect high quality data in time to complete the study this year. The solicitation with statement of work will be available within 30 hours of this notice. Note 22 applies herein. This procurement will be processed under the authority of FAR 6.302-1. Only one responsible source and no other services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement. This notice is not a request for competitive proposals. A determination by the Government not to compete this proposed purchase order will be based on responses to this notice and is solely within the discretion of the government. Please note that firms wishing to bid on this solicitation are hereby advised of the following; all vendors who wish to bid on this requirement MUST be registered and validated in the CCR prior to award of this Simplified Acquisition. Vendors who submit a quotation are showing that they are already registered or plan to do so. Quotations will be due ten (10) calendar days from the publication date of Request for Quotations or May 9, 2004, by 8:30 a.m. local time, whichever is later. Email quotations will only be accepted if dated and signed by an authorized company representative to: gmorgan1@cdc.gov . Offers will not be accepted facsimile. All quotes must be clearly marked on the subject line of the e-mail (Reference #30792) or on the outside of the envelope with the following: Reference #30792, Attn: Gary Morgan.
