Description
NOTICE OF PROGRAM INTEREST SUJECT: Conceptual Design of Transportation, Aging and Disposal Canister for Commercial Spent Nuclear Fuel AGENCY: U.S. Department of Energy, Office of Civilian Radioactive Waste Management SUMMARY The Department of Energy (DOE) is issuing this Notice of Program Interest (NOPI) to identify qualified vendors who may be interested in development of a conceptual design for a Transportation, Aging and Disposal (TAD) Canister. DOE is considering the use of a standardized canister that will be utilized to transport spent fuel to the Yucca Mountain repository, age spent fuel at the repository until it is ready for disposal, and permanently dispose of the spent fuel in the repository. As such, the components of a TAD system must comply with the performance requirements of 10 CFR 71 and 10 CFR 72, as well as 10 CFR 63. DOE envisions the TAD canister to be one part of an integrated transport, storage, and disposal system comprised of the following additional components: 1. Transportation overpack; 2. Transportation skid; 3. Ancillary equipment;* 4. Shielded transfer cask;* 5. Aging overpack; and* 6. Aging system on-site transporter.* * For use at the Yucca Mountain geologic repository site only. Utilities will be responsible for defining performance requirements for these components to operate on their respective site(s) The Department is preparing a performance specification for the TAD-based system. To initiate the development of spent fuel storage and transportation systems that meets the requirements of DOE???s performance specification, DOE is considering contracting with qualified vendors for the conceptual design of the canister portion of the TAD system. The conceptual design developed under this contract will be reviewed by DOE to determine compliance with the performance specification. The Department has established minimum qualifications for vendors interested in participating in this effort. The vendor must have demonstrated experience in the following: ??? The design, NRC certification, and the manufacture of 10 CFR 71 compliant, Type B transportation casks certified for the transport of irradiated commercial nuclear fuel. Qualified vendors interested in participating in development of a conceptual design for a TAD Canister, should notify the Department at the address below. Such notice should include information demonstrating how your organization meets the established qualifications for this work.
