Description
The Bureau of the Public Debt (Public Debt), on behalf of the Alcohol and Tobacco Tax and Trade Bureau (TTB), is assessing the market to gain information for software products and or tools to support the TTB Web Team in scanning their websites, analyzing web operations, collecting valuable user information, and producing data that measures the quality of the site. The data will help drive site upgrades and redesigns. TTB is seeking ways to address site quality issues, privacy issues and risks, accessibility, and online behavior. We are seeking information from potential vendors that can help us accomplish our goal and will be able to meet the following specific requirements: Site Scanning - Spider type software that follows all kinds of links and relationships, including regular links, image maps, images, and static and dynamically created links. Navigation Analysis - Show the shortest navigation path from the home page to every other page, and highlight critical navigation problems. Site Quality Management ? Produce data and reports to indicate the following: o broken links o external (foreign page) integrity o meta data analysis o slow loading pages o hard to reach pages o non-returning pages o redundancy in content and pages Structural Search - Perform a search and obtain a list of matching results. Web objects can be located based on any of the following attributes: o document title o file name o directory o domain name o meta tag attribute o meta tag value o file size range o range of the number of links to foreign pages in page o range of the number of links going into the page o range of the number of links going out of the page o range of the number of hits on that page (as determined by the current traffic analysis query) o range of the number of posts applied to that page o range based on the date that the page was changed o any error code that the page returned, whether or not the page is an index page o whether the page is an image o whether the page is a document o whether the page has one or more meta tags o whether the page contains one or more forms o whether the page acts as a "parent frame" for other frames o whether the page is involved as a "child frame" for a frame set o whether the page is a foreign or externally linked page o whether the page returned a 404 error o whether the page returned any error Meta Data Analysis - Allow meta attributes and values of any Web page to be inspected directly from the Web maps to allow us to quickly determine the meta tags on any Web pages. Scheduled Scanning and Analysis - Run reports of data after the scan at any time. Reports can be published to a Web site or emailed. Site Comparison ? Provide a report that allows us to compare any two "snapshots" or scanned images of a Web site and determine which pages and Web objects have been added, deleted, and modified since the last snapshot. Traffic Analysis ? Analyze server log files to measure Web traffic over a precise interval. Traffic Visualization - Visually track users? navigation through the Web and show how users have followed a link. Traffic Reporting - Report daily access statistics, hourly access statistics, external domains, geographic usage, missing objects, most accessed directories, most accessed files, most accessed files by directory, most accessed forms, most accessed forms showing queries, and most accessed links. Site Re-engineering ? Offer the ability to examine and re-engineer the current structure of the site using Web maps. This includes deleting pages and links, adding pages and links, annotating pages and links, nominating traffic corridors, and grouping pages together into functional groups. Site Ratings - Ability to see how our site compares with the Government standard by rating our site on: o customer satisfaction o link integrity o page accessibility o content cacheability o search capability o visitor retention o download speed o return to home page o meta data coverage Ecommerce Form and Back-end Database Testing - Allow for testing of ecommerce software to emulate customers? behaviors on a Web site. We could determine the most efficient navigation paths, view form submission errors, monitor server loading, analyze ecommerce transactions, detect security breaches, record customer experiences, form Web scope, and track usability. TTB is requesting technical product literature that will demonstrate the vendor?s ability to meet the specified requirements, commercial and/or GSA Schedule price lists (if available), business size, and references (agency name, point of contact, and phone number) only, at this time. However, at TTB?s option, evaluation software, product demonstrations, and/or technical presentations may be requested from vendors responding to this announcement. Please note that this information is being requested for information and planning purposes. The Government does not intend to award a contract or otherwise pay for the information requested. TTB will assess the ability of the market to meet the needs as stated above based on the information received. Dependent upon the results of this market survey, TTB may subsequently issue a solicitation to acquire the appropriate tool(s). Any such solicitation would be based on a strictly functional statement of requirements in order to maximize competition.
