Description
Marine Corps Business Enterprise Office (MBEO) is conducting a survey and end-to-end analysis of the Activity Based Costing (ABC) program, and identifying ways to streamline the ABC implementation process making it more efficient and effective. As a result of this analysis and review, the USMC is researching the potential for developing, delivering, and utilizing other sources for Activity Based Costing software, concepts and methodology for a Community of Practice (COP) consisting of 18 USMC bases/stations, 3 intermediate level commands, and the headquarters components. The USMC goal is to define unit cost for our end-to-end products and services and establish performance metrics for benchmarking with other DoD entities. Purpose The primary purpose of this information request is to: (1) solicit information for consideration regarding Common Off-The-Shelf (COTS) software capabilities which are consistent with current planning activities, deployment schedules, data collection capabilities, and interoperable with existing USMC legacy systems and other industry standard (COTS) software. (2) identify capabilities, concepts, and methodologies for reengineering the Marine Corps ABC program (to include architecture) through use of industry standard ABC methodologies throughout the Marine Corps Business Enterprise (all activities spanning strategic, operational, and tactical levels). (3) determine if there is credible vendor interest in the integration, deployment, and sustainment of a system/software as described above. Application Requirements Any recommended software application(s)/system must comply with NMCI requirements, and utilize standardized software communications interfaces and protocols in order to facilitate secure, reliable communication with the existing Enterprise Shared Data Environment (ESDE). The current ESDE utilizes Microsoft Data Access Components, and allows data driven client/server applications to communicate using ActiveX Data Objects (ADO), Open Database Connectivity (ODBC), or OLE DB for deployment over the World Wide Web (www) or a Local Area Network (LAN). Additionally, any recommended application/system must be able to integrate information/data from a variety of sources, both relational (SQL) and non-relational databases and the ESDE. Any recommended software application(s) must also communicate with the existing ESDE utilizing Transmission Control Protocol/Internet Protocol (TCP/IP) compliant interfaces. Submission Requirements Elaborate proposals or pricing information is neither required nor desired, as the intent is to identify credible interest before federal or nonfederal resources are committed to expensive studies or proposals. The statement of interest shall include as a minimum the following components: (1) what systems and or software, if any, you currently have that could accommodate this need, (2) your entity?s capability and experience in developing this type system, use of software and deployment capability. (3) Submissions should also include the description of an approach to achieve the reengineering objectives of the ABCM program, software product, deployment schedule, integration capability and personnel prerequisites and training. Responses should be limited to 15 pages or less. Responses to this RFI are due on or before 2:00 P.M. Eastern Daylight Time (EDT) on 19 May 2006.
