Description
The Department of the Navy proposes to conduct a competitive sourcing study of the Naval Supply Systems Command (NAVSUPSYSCOM) and has commenced preliminary planning of the fuel facilities in accordance with the Office of Management and Budget (OMB) Circular A-76. The fuel facilities are located in: Jacksonville, FL; San Diego, CA; Manchester, WA; and Pearl Harbor, HI. FISC Jacksonville also has two associated satellite locations in Kingsville and Corpus Christi, TX. The Department of the Navy is conducting market research to determine the existence of viable commercial source(s) capable of providing the necessary services, ascertain if there are any small businesses that are potentially capable of performing the entire function, and to determine the appropriate groupings of activities as business units in providing Bulk Fuel Services at Deep Water Ocean Terminals. This is a request for information being issued to the private sector community. This is NOT a solicitation. There is no guarantee that a solicitation will be issued as a result of this preliminary planning effort. If the Department of the Navy determines to move forward with a solicitation, a separate document will be published. Response to this inquiry announcement is voluntary. No reimbursement will be made for any costs associated with providing information. The information collected through this process is considered to be market research as described by FAR 2.101 and in accordance with FAR 10.002(b)(2)(iii). The specific services performed are as follows: TERMINAL OPERATIONS ? services, which include providing product receipt, issue and transfer services; storage and disposal services; the operation of oily waste treatment facilities; supporting emergency responses, drills, and natural disasters/practices; ship berthing services; and providing continuous system monitoring. FACILITIES MAINTENANCE ? services, which include maintenance of the associated facilities and equipment; implementation support of new construction and sustainment, restoration and modernization projects; and providing local MAXIMO support. QUALITY SURVEILLANCE ? services, which include providing petroleum, oil and lubricant quality surveillance, and other related quality surveillance services; and ensuring environmental compliance. MISSION SUPPORT ? services, which include inventory management; administrative support; scheduling; budget support; acquisition services for materials, supplies, parts, equipment and other services; training for external activities, agencies, and reserves; visitor control; and armed guard, physical security, and roving patrol services. The firm of Grant Thornton is the party responsible for survey collections on behalf of the Navy.
