Description
SOURCES SOUGHT ELECTRIC GENERATION SERVICES FOR WRIGHT PATTERSON AFB, OHIO The 88th Contracting Squadron is contemplating an acquisition of deregulated electric generation services for Wright Patterson AFB, Ohio. Wright Patterson AFB is in many measures the largest, most diverse and organizationally complex base in the Air Force. Missions range from acquisition and logistics management, to research and development, education, flight operations, and many other defense related activities. It has a workforce numbering approximately 22,000 people, making it the fifth largest employer in the state of Ohio and the largest employer at a single location. This is a SOURCES SOUGHT ANNOUNCEMENT and not a notice of RFP issuance. This effort is considered an acquisition of utility services and any resultant contract will be awarded in accordance with FAR Part 41. All interested firms who are an alternative generation supplier for the Dayton area should respond with their company name, address, and point of contact phone number. Responding parties must also indicate their business size status in relation to the applicable North American Industry Classification System (NAICS) code 221119. A firm is small if, including its affiliates, the total electric output for the preceding fiscal year did not exceed 4 million megawatt hours. This solicitation is unrestricted, however sources should identify and address if they are a large, small, 8(a), woman owned, HUBZone, or otherwise classified as a small disadvantaged business in their responses. The contractor shall furnish all labor, tools, material, equipment, and incidentals to supply and deliver firm electrical power. They will provide deregulated electric generation service to accommodate an estimated annual volume of 415,000,000 kWh (calendar year 2005 total) of firm electrical generation to the point of delivery to the supplying electrical grid. Average annual increase in electrical consumption has been 2.5% per year for the period of calendar year 2001 through calendar year 2005. The contractor will be responsible for providing and coordinating all services required to deliver firm electrical generation services to the designated point of service. Electrical generation service shall be available and commence on 16 Aug 2006. The resulting contract will be a firm-fixed price and shall have a performance period of a minimum of one year and maximum of ten years duration EVIDENCE OF RESPONSIBILITY: An offeror must possess, at a minimum, (12) twelve months of experience (within the past two years) providing firm generation of electricity to wholesale or retail customers. If the offeror does not possess at least twelve months of experience, it will not be considered for award. An offeror shall provide evidence that it is authorized to conduct business by each state?s regulatory body having jurisdiction over the state?s electric industry prior to award of any contract for solicited requirements. The offeror must possess, or demonstrate the ability to obtain, transmission service agreements in the company?s name for the points of delivery as required for the purchasers location (Dayton, OH). Failure to document the ability to obtain necessary transmission service agreements shall render the offeror nonresponsible. CAPABILITIES PACKAGE: Interested parties must submit a capabilities package, with a cover letter, that is brief and concise, yet clearly demonstrates ability to meet the stated requirements with sufficiently qualified personnel. The capabilities package should clearly present evidence that the interested party is fully capable of providing the required electric generation services and as such may contain any information that the interested party feels is relevant. The following issues must be addressed in the capabilities package. Provide a description as to your team?s capability and capacity to perform and manage the work. Address briefly how your team will perform this work. a. Clearly describe your background and experience, within the past 10 years, in providing labor, tools, material, equipment, and incidentals to supply and deliver firm electrical power to the point of service; b. Identify the proposed sources of supply for base load generation. c. Describe whether electricity would be provided from generation owned by the offeror, obtained under long-term contracts, and/or obtained under short-term contracts/spot market purchases; d. Indicate whether the sources of supply are located within the service control area or an adjacent control area; e. Describe how electricity would be transmitted from the sources of supply identified above to Wright Patterson AFB, Ohio.
