- It is the intent of the Food and Drug Administration (FDA) to negotiate on a sole-source basis pursuant to FAR 6.302-1 and 41 U.S.C. 253(c)(1) with Sam?s Pack?s Five Star Ford, 6618 NE Loop 820, North Richland Hills, Texas, for one (1) F650 2006 Ford XLT pro loader pick-up truck (with a customize flat bed), with the option of purchasing an additional similar truck upon request with two (2) 450 TRUCKS TRADE IN. Description as follows: F650 2006 Ford XLT pro loader pick-up truck with 194 inch wheelbase/84 inchCA/49 inch AF/ 246 inch OAL, single channel-straight ?C? 12.64 SM, 50,000 PSI, I Beam type-8,500 pound cap. Spicer D-850S, taper leaf springs, parabolic-8,500 pound capacity, required option: air suspension-18,500 pound capacity, 4.11 axle ratio, hydraulic brake system with 8.5K front axle, required option: parking brake, Bosch, DSSA Type, 12 x 3, spring actuated-IP, Bosch HX-402 front and rear brake linings under 26,000 GVWR, required option: air compressor, Caterpillar or Power stroke, 13.2 CFM capacity AND the Caterpillar 7.2 L C7 300 HP @ 2200 RPM, governed at 2400 RPM engine with the engine block heater, Kim Hotstart, 120 volt/1000 watt w/Caterpillar, radiator-Modine, 516 sq in cross flow, 4.25 inch core, starting motor-12 volt, 37 MT Type 300, Delco, required option: mainshaft driveline, SPL 140 ILO 1710 series AND Allison 3000 6-speed, HS series with Allison programming 1/0 Highway series-general, single, horizontal muffler & short tail pipe, right side, required option: body builder special wiring harness, 130 amp, Leece-Neville 12-volt, brush type, pad mounted, alternator w/Caterpillar or Cummings, 12-volt, Motorcraft, two-625 CCA, 1250 CCA total, battery, required option: tank-steel (shallow) 45 U.S. gallon Dual-total capacity 90 U.S. gallons (340 L), 22 gallon dual tank fuel fill, mandatory charge applied, based on tank selection, required option: air ride driver, 30%, reclining, mortar cloth w/brick cloth insert AND two-passenger, 70% bench, folding, mortar cloth w/brick cloth insert, XLT trim package, required option: horn, air, Grover-black, single trumpet, license plate holder (front), required option: mirrors, sail-type-power, radio AM/FM stereo-Visteon w/single CD and clock, steering wheel-two spoke, black PVC, 15.5 inch diameter, required option: wheels, front, 19.5 inch x 7.5 inch polished aluminum disc, 8-hole, tires, front two 245/70R19.5F Michelin XZE (619 rev/mile), paint type-base coat/clear coat, (01) Gray, (O P) Oxford white. This must be a crew cab pick-up with an 11 foot flat bed with a customized gooseneck 5th wheel ball-hitch (2 5/8?) having two below bed toolboxes and a full skirt. The truck must also have a 90-gallon slant bed auxiliary gas tank. The truck must be capable of towing trailers (42? x 11? x 8 ?) that weigh between 22,300 pounds and 25,340 pounds at posted highway speed limits. The pick-up flat bed shall be customized to a patented, warrantied design that incorporates a specialized gooseneck hitch with a 2 5/16 ?ball and coupler. It must also be fitted with a 7 way RV plug and a brake controller. The bed is approximately 11 feet long on the F650 and must be fully skirted with full-length running boards and covers for the 90 gallon wedge fuel tank with the transfer pump. The steel must be tread plate steel and have a durable coating (i.e. Rhino lining) sprayed inside the bed and up over the lip. This will protect the steel from rusting. The ball must be welded into the permanent hitch. The bed must have a trough that allows for easy hook-up of the trailers. The bed must have a receiver hitch (15,000 pounds) that is configured to mount other types of hitches. The bidder/customizer will be responsible for taking the measurements/dimensions off FDA?s existing trailers to ensure the hitch is sturdy, rugged, and compatible with the existing equipment. Modifications shall be not only attractive but also of the highest quality. Pictures to illustrate the gooseneck hitch on the trailers(The trailers have electric brakes) is available upon request. It has been determined that the Sam?s Pack Five Star Ford is the only known source with the necessary equipment, tools, and expertise for customizing the truck in accordance with the scope of work without duplication of effort. All responsible sources may submit a proposal which will be considered by the FDA. This notice of intent is not a Request for Proposals (RFP) nor is an RFP available. See Numbered Notes 22 and 26.
