- Description
- The Railroad Retirement Board (RRB) Office of Inspector General (OIG) plans to contract for actuarial support services in connection with its audit of the RRB’s FY 2006 financial statements. The OIG anticipates awarding a fixed price contract with a one year base period and four one year option periods. The RRB’s financial statements are audited annually pursuant to the Accountability of Tax Dollars Act of 2002. Effective with FY 2006 financial reporting, the statement of social insurance, previously presented as supplementary information, will become a basic financial statement subject to the auditor’s opinion. As part of the audit, the OIG must evaluate the statement of social insurance for conformance with applicable guidance and determine whether the estimates contained therein are fairly presented in all material respects. The statement of social insurance is prepared by the RRB’s Bureau of the Actuary at the agency’s headquarters in Chicago, Illinois. The successful offeror will assist the OIG by performing tests of the work of the RRB’s actuary that are required to support the OIG’s opinion on the statement. General Information about the RRB, its mission and statistical information, including the most recent actuarial valuation of program assets and liabilities is available at the RRB’s public website, WWW.RRB.GOV. The statement of social insurance is prepared pursuant to the requirements of Statements of Federal Financial Accounting Standards (SFFAS) #17, #25, #26 and #28 as issued by the Federal Accounting Standards Advisory Board (FASAB) which are available at WWW.FASAB.GOV. The American Institute of Certified Public Accountants has issued a Statement of Position, 04-01, “Auditing the Statement of Social Insurance,” dated November 22, 2004, which is available from that organization. The solicitation document will be available about January 12, 2006, and will be posted to the Federal Business Opportunities (Fed Biz Ops) website: WWW.FEDBIZOPPS.GOV. Hardcopies of the solicitation document will not be available. All future information about this acquisition, including solicitation amendments will be distributed solely through the Fed Biz Opps website. Interested parties are responsible for monitoring the Fed Biz Ops website to assure that they have the most up-to-date information about this acquisition.
