Description
The Smithsonian Institution is seeking proposals from firms to provide A/E or consultant services for the preparation of an Environmental Impact Statement and Section 106 review including historical and archaeological investigation reports for planning of the National Museum of African American History and Culture (NMAAHC). The new museum will be located on the site bounded by Constitution Avenue, Madison Drive, and 14th and 15th Streets, NW in Washington, DC. Specifically said services will include but will not be limited to the following: (i) conducting an environmental documentation process in accordance with the National Environmental Policy Act (NEPA) of 1969, amended 1975 and 1994, which results in an Environmental Impact Statement (EIS) and a Record of Decision (ROD); (ii) conducting a historic preservation documentation process consistent with Section 106 of the National Historic Preservation Act (NHPA); and (iii) conducting other historical and archeological studies in accordance with NHPA, NEPA, and the District of Columbia Historic Preservation Office?s Minimum Requirements for Archeological Site Reports. The Smithsonian anticipates one (1) firm-fixed price contract will be awarded in August, 2006. The Smithsonian reserves the right to award a contract based on best value. It is anticipated the selected contractor will provide said services beginning September, 2006. Prospective offerors (any entity desiring a copy of the solicitation) must provide complete name, address, point of contact, phone number including area code, email address, and business size. Prospective offerors must provide written request for the solicitation from the Smithsonian Institution, Office of Contracting, P.O. Box 37012, 750 9th Street, NW, Suite 6200, Washington, DC 20013-7012, Attn: Cindy Zarate or Candi Mullen (fax: 202-275-0624). Prospective offerors will receive a copy of the RFP when it is available, which is anticipated to be early May, 2006. Offerors will be required to submit technical and cost proposals as set forth in the solicitation.
