- The Naval Surface Warfare Center Panama City (NSWC PC),110 Vernon Avenue, Panama City, Florida intends to solicit L-3 Titan Group of San Diego, CA for Landing Craft Air Cushion (LCAC) C4N Reliability Improvement Program spare parts to support the LCAC Service Life Extension Program (SLEP). The parts being ordered are one (1) each of the following: DRIVE, CDR REMOVABLE SHUTTLE, P/N 426-7404039-1 SWITCH ASSY, ETHERNET, P/N 426-7621838-1 COMMON DATA RECORDER (CDR) ASSY, P/N 426-7621888-1 CCA, GUARDIAN 2 P/N 426-7621864-2 CCA, GUARDIAN P/N 426-7621864-1 CAMS VIDEO SWITCH UNIT, P/N 622-0001149-1 This purchase is unsuitable for full and open competition for the following reasons. These components were uniquely designed by L-3 Titan Group for the LCAC C4N RIP and are not commercially available. L-3 Titan Group also built the first prototypes for testing. The prototype RIP hardware has undergone environmental qualification testing (EQT) and the design was refined by L-3 Titan based on the results of these tests.The components being procured are required to be compatible with existing LCAC equipment. The RIP equipment specified above is 100% compatible with the existing LCAC Service Life Extension Program (SLEP) equipment with the transition from FDDI to Ethernet. A firm-fixed-price order is anticipated. Award will be based on the written quotation. Delivery will be to the Naval Support Activity - Panama City, Receiving Officer, Building 100, 101 Vernon Avenue, Panama City, FL 32407-7018. The anticipated award date will be on or about April 20, 2006. NAICS Code 334511! applies. SBA Size Standard is 750 employees. FSC is 6605.
