Description
Rental of drilling equipment with operating personnel and supplies under a requirements contract for the following geotechnical drilling, sampling, and exploration services: Standard penetration tests with auto hammer; Drive sampling with split spoon and solid spoon samplers up to 3 diameter; 3-5 diameter thin wall and fixed-piston-type undisturbed sampling; 3 1/4 to 6 5/8 I.D. hollow stem auger borings; Mud-rotary drilling, 4-8 diameter flight auger borings; 4-6 diameter cased and uncased bo rings; NQ-3, HQ-3, HQ-Wireline, PQ-3, and 6 diameter rock and concrete coring; 6diameter Dennison barrel coring; 2 diameter piezometer and monitoring well installations; steam cleaning of drilling equipment; Grout mixing, pumping, and tremie system to b ackfill boreholes. Average boring depth will be 50, but depths to 300 may be required. Personnel shall be experienced in subsurface exploration and possess current safety training for Levels C and D (OSHA) protection. Personnel and equipment shall be lic ensed by appropriate regulating agencies to conduct and abandon soil borings, environmental boreholes, and install and abandon monitoring wells and piezometers in all geographic areas defined in this solicitation. Work to be performed is defined as the Eas t Area (Eastern Minnesota / Western Wisconsin / Northern Iowa), and work to be performed is defined as the West Area (Western Minnesota, Eastern North Dakota, Eastern South Dakota). This request for quotation may result in more than one contract. The Contr actor will perform services under individual delivery orders over a one-year period, and shall be capable of mobilizing personnel and equipment for simultaneous delivery orders. The first period of performance will be from 05 September 2006 to 04 September 2007. The Government may, at its own discretion, extend the contract for up to two (2) additional years. THIS PROCUREMENT IS ISSUED UNRESTRICTED UNDER THE SMALL BUSINESS COMPETITIVE DEMONSTRATION PROGRAM (PUBLIC LAW 100-656). NORTH AMERICAN INDUSTRY CLASS IFICATION SYSTEM (NAICS) CODE IS 213111; SMALL BUSINESS SIZE STANDARD IS 500 employees. In the event the apparent low offer amount exceeds $500,000, and the firm recommended for award is a large business, it will be necessary for that firm to submit a subc ontracting plan, which will be subject to approval, prior to award. For the purposes of formulating the subcontracting plan, in the event it is necessary, the following non-legally binding goals applicable to all subcontracting utilized in the performance of the contract are provided for informational purposes only: Small Business  51.2%, Small Disadvantaged Business  8.8%, Women-Owned Small Business  7.3%, HUBZone Small Business  3% , Service-Disabled Veteran-owned Small Business  1.5%, and Subcontrac t Reporting (SF 294 & SF 295)  100%.
