Description
The contractor shall provide all management, tools, supplies, equipment and labor necessary to maintain natural and cultural resource management data, a key component of the Integrated Natural and Cultural Resources Management Plans (INRMP and CRMP). The requirement is to maintain the INRMP and CRMP which have been developed for Installation Management Agency, Europe (IMA EURO) installations. A large amount of monitoring and spatial data, in the form of base maps, databases and various land manageme nt layers, exist for installations throughout IMA EURO. Army Garrison land managers do not have the technical ability to access and manipulate the data, so a need exists to consolidate this information into a single, coherent, usable source for all garriso ns compatible with U.S. Army data management standards. Information such as grounds classification, land management practices, location of sensitive and protected resources, vegetation, aquifers, environmental hazards, etc. must be maintained as part of I MA EURO environmental management programs. As another related requirement, IMA EURO needs to update and manage inventories of urban trees located on Army installations. Tree inventories are required integral parts of the Garrisons INRMP. The IMA EURO Ur ban Tree Management System is also the primary tool used to meet legal requirements in Germany for the inspection and evaluation of all trees in an urban setting. This tool not only assists in the management of this resource, but it is also critical in li miting and preventing damage caused from trees falling on people and property. The data is managed with a database and GIS software to provide installation personnel with a quickly accessible tool for a more effective handling of the long-range planning, budget programming and management of that specific portion of their natural resources management program. Additional Natural and Cultural Resource technical support is required by the IMA EURO Environmental Branch in environmental database management, ma nagement support for threatened and endangered species studies, Natura 2000 management and monitoring, and a regional environmental development constraint data archive. Web site administration and various other office automation tasks are necessary as requ ired.
