- This combined synopsis/solicitation is prepared in accordance with FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quote (RFQ), Ref # F3LNSA6067A200. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-02. This procurement is being issued as small business set-aside. This combined synopsis/solicitation is for the following commercial item: A (1) one-year subscription, with two option years, to a terrorism research database. Subscription should include weekly and or real time email notifications of all significant terrorist, rebel group and other related activity, including bombings, assassinations, kidnappings, significant dates, threats and organizational changes within groups. Developments concerning intelligence agencies around the world including operational issues, organizational developments, new initiatives, espionage trials, new technologies and other related issues. Real-time dissemination of raw statements, fatwas, announcements, and other messages directly from terrorist, rebel, extremist, and other organizations themselves. Real-time updates of the latest threats and claims issued by terrorist, rebel and other threat actor groups. Subscription should also include access, via internet or CD-ROM, to a database of any terrorist, rebel, and other similar organizations information including searchable databases of members, tactics, history, capabilities, incidents, etc. Subscription should also include real-time notification sent to pager, cell phone, or personal digital assistant (PDA) of significant terrorist incidents and developments around the world. Qty: 20 user licenses MFR: IntelCenter, P/N: Government Terrorism Threat Intel Package or equal. FAR 52.212-1, Instructions to Offerors -- Commercial Items (Jan 2004), applies to the acquisition. In addition to written quotes, offerors are instructed to provide a brief capability statement describing qualifications to perform requirements listed above. FAR 52.212-2, Evaluation -- Commercial Items (Jan 1999), applies to this acquisition. A contract will be awarded to the vendor using the following criteria to determine best value to the Government: Lowest priced and meets or exceeds capability requirements listed above. The offeror must have completed Online Representations and Certifications Application (ORCA), provision located at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (May 2004). The Government reserves the right to award on a multiple award, or an all or none basis.
