- Furnish all labor, supervision, equipment, supplies, and materials to provide a Contractor Operated Civil Engineer Supply Store (COCESS) for Barksdale AFB, LA. The successful contractor will be responsible for purchasing, issuing, delivering, and storing a variety of materials, tools, parts, supplies and equipment used in support of construction, facility maintenance/repair, and self-help projects. Items acquired by the COCESS includes electrical, plumbing, heating, ventilation, air conditioning, refrigeration, sheet metal, welding, pipe fitting, carpentry, landscaping, pavement and grounds maintenance, masonry, electronic monitoring, controls and alarms, painting and wall covering, material handling and rigging, hardware, liquid fuels maintenance, power production, water and waste water treatment and distribution, pest control trades and other related items. The store shall provide a customer service center with access to a user-friendly, state-of-the-art ordering system and electronic catalog. The store shall stock high use/consumable items for immediate purchase. On-time delivery is a key objective of the Government. A detailed listing of supply items, with historical usage data will be provided in the solicitation. The contract will be firm fixed-price. The solicitation is to be issued as a 100% Small Business Set-Aside under North American Industry Classification System (NAICS) code 444130. The size standard is 500 employees. This information is only used for classification purposes in the representation and certification portion of the Request for Proposal (RFP). All prospective offerors are responsible to visit the EPS website frequently to obtain any amendments or other information pertaining to this solicitation. The RFP and all attachments are posted in compressed (zipped) Microsoft Word and Excel documents. A free evaluation version of Winzip can be obtained from http://www.winzip.com/winzip/download.htm. Anticipated date for receipt of proposals is 15 June 2006. A pre-proposal conference is scheduled for 1 June 2006 a.m. Central Standard Time. Questions on the RFP must be submitted to the Contracting Office not later than 30 May 2006. Proposals containing any changes will be rejected. Contractors must be registered in the Centralized Contractor Registration (CCR) in order to receive a contract award from any DoD activity. Contractors may access the CCR at http://www.ccr.gov/ .
