Description
Federal Lands Highway (FLH), consisting of Eastern Federal Lands (EFL) in Sterling, VA, Central Federal Lands (CFL) in Lakewood, CO and Western Federal Lands (WFL) in Vancouver, WA is a part of the Federal Highway Administration (FHWA), an agency within the U.S. Department of Transportation. The FLH provides planning, design, and construction engineering services for more than 90,000 miles of roads on lands administered by Federal Land Managing Agencies (FLMA) such as the National Park Service, Forest Service, Military Surface Deployment and Distribution Command, Fish and Wildlife Service, and Bureau of Indian Affairs. The FLH is seeking proposals for the development and delivery of a new software application, the Engineer?s, Estimating, Bidding, Award and Construction System (EEBACS), intended to replace the Engineers? Estimate System and Construction Progress Payment Systems currently in use. Proposals shall address the offeror?s ability to apply current software engineering technology and best practices to develop a web-based, multi-tier relational database system that is scalable, standards based, and secure. Proposals must demonstrate that the EEBACS can be made fully compatible with future operating system and database software modifications for the life of the contract, and shall include a comprehensive maintenance plan for configuration and change management. System Architecture Overview: Design EEBACS as a multi-tiered, web-based system, with the following specific requirements: Data tier: a relational database; Middle tier: EEBACS business logic; Client tier: user interface providing access for system administrators and end users. System Architecture Requirements: Data tier requirements: relational database using Oracle 10g or later. Provide that the data tier reside on a separate server and be capable of using real-time replication, or other Oracle-approved method for replicating data across a wide-area network. The data tier must be platform-independent and must support communications using Oracle Net8/SQLNet or ODBC over TCP/IP. Application tier requirements: Include any intelligence, management, processing, or other application services in EEBACS business logic or rules in the application tier. The application tier may be composed of multiple services or daemons running on a single server, or may run on individual servers as needed to distribute the application load. This acquisition is unrestricted. The North American Industry Classification System (NAICS) code is 541512 with a small business size standard of $23.0 million. The award is anticipated to be a performance-based, fixed price award for the development of the software and will contain labor hour provisions. Options will be included for system maintenance. Award will be made to the offeror that provides the overall best value to the Government through evaluation of their technical solution (development and maintenance), experience of the firm, past performance, staffing and key personnel assigned, and capacity. All evaluation factors, when combined, are approximately equal to price. The Request for Proposals and any attachments will be available on or about May 1, 2006 at the Central Federal Lands web site at http://www.cflhd.gov/. Interested parties are responsible for monitoring this site to ensure access to the most current information available on this procurement. Central Federal Lands Highway Division (CFL) will be conducting a pre-proposal conference on May 17, 2006 in Lakewood, Colorado and strongly encourages all potential offerors to attend this conference.
