Description
The Agency of Health Care Research and Quality (AHRQ), through the General Acquisitions Branch (GAB), Program Support Center (PSC), intends to award a 12 month sole source contract using simplified acquisition procedures to VanLandeghem, Inc., 537 S Mitchell, Arlington Heights, Il 60006. The anticipated date of award is 5/10/2006. This acquisition is to obtain services of a contractor to assist in the development and writing of Issue Briefs and in their dissemination. The contractor shall be responsible for but not limited to the following: Contractor shall assist in the development and writing of Issue Briefs and in their dissemination for the Child Health Insurance Research Initiative project. The contractor shall be available to review draft articles written by Child Health Insurance Research Initiative investigators to help strengthen the policy implications of their articles. The contractor shall take an article or articles after it has been accepted for publication and, with the authors, decide which findings are most policy relevant and should be included in the Child Health Insurance Research Initiative Issue Brief. The contractor shall advise investigators about the interests of policy makers and make recommendations on the findings to be highlighted. The contractor shall then draft the Issue Brief. The text will be reviewed by investigators and project officers. The contractor shall assist in identifying and recruiting external reviewers as dictated by Child Health Insurance Research Initiative quality assurance procedures. The contractor shall make revisions based on all comments received. The contractor shall give the final draft to AHRQ editors, and work with them on finalizing the text and making modifications if needed in the graphic design process. The contractor shall continue Child Health Insurance Research Initiative dissemination partnerships with such organizations as: NGA, NCSL, APHSA, AAP, CDF, Families USA, Family Voices, NHPF, CMS, AMCHP, and NASHP. This will entail on-going communication with these organizations, keeping them abreast of Child Health Insurance Research Initiative findings, drafting summaries of Child Health Insurance Research Initiative findings for newsletters or listservs, collaborating on cover letters for direct mailings, and identifying presentation and Child Health Insurance Research Initiative material distribution opportunities. The contractor shall periodically update Child Health Insurance Research Initiatve General Dissemination chart that tracks presentation and Child Health Insurance Research Initiative material distribution opportunities. The contractor shall develop a targeted dissemination plan detailing how each Child Health Insurance Research Initiative Issue Brief will be disseminated. The contractor shall also engage in general Child Health Insurance Research Initiative dissemination activities, such as assisting in updating their web site. The contractor shall also provide, Brief monthly report detailing activities undertaken that month, accomplishments, and problems encountered, the 7th of the following month Draft Child Health Insurance Research Initiative Issue Brief, three weeks after agreement is reached on which analyses will be highlighted in Issue Brief; Revise and draft final Child Health Insurance Research Initiative Issue Briefs, three weeks after all comments are received Targeted Dissemination Plan; two weeks after Child Health Insurance Research Initiative Issue Brief is sent to external reviewers; Implementation of Targeted Dissemination Plan Within two weeks of printing of Child Health Insurance Research Initiatve Issue Brief; Update of Child Health Insurance Research Initiative General Dissemination Chart, Quarterly; Update letters to Dissemination Partners, Quarterly. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source Under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 15 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
