- NASA/ARC has a requirement for the completion phase of the Developmental Diversity Program Services. NASA/ARC intends to purchase these services from Cultural Solutions. The objective of this training is to complete the final phase of the Diversity Leadership training, implementation, coordination, monitoring and reporting of the annual Management Directive 715 as required by the Equal Employment Opportunity Commission. It is imperative that the vendor be familiar with the previously introduced diversity paradigm called Diversity 101 and have the expertise to build on the diversity concepts and theories (awareness, assessment/comprehension, application, and transition). Furthermore, the vendor must be able to incorporate MD-715 requirements into the training curriculum of managers and supervisors and employees and be able to relate these requirements with the previous diversity paradigm. The vendor must have the ability and expertise to educate executive-level managers and supervisors in the identification of barriers and walk them through barrier-analysis strategies which include the creation of action plans to eliminate identified barriers. NASA/ARC intends to purchase these services from Cultural Solutions Inc. of NAPA, CA. This is necessary as Cultural Solutions Inc. provided the four prior phases of training required by the Equal Employment Opportunity Commission. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on the 22nd of April 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete the proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government Oral communications are not acceptable in response to this notice. All responsible sources may submit their capabilities and qualifications that shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note B.
