- The U.S. Department of the Interior/National Business Center/GovWorks on behalf of the National Business Center (NBC) intends to issue a Request for Proposal for industry partners to assist in providing support to current and potential customers of the Oracle Federal Financial accounting systems. The NBC is an organization within the Office of the Secretary, Department of the Interior, and serves as the business arm for the Department, providing administrative and financial systems and/or services to DOI bureaus. In 1999, DOI established the NBC to provide general administrative and financial services and systems across the Department and to other Federal agencies on a "fee-for-service" basis. This small business set-aside procurement will be conducted under the authority of FAR Part 12, Acquisition of Commercial Items and FAR Part 15, Contracting by Negotiation. The Government anticipates awarding a fixed labor rates, Indefinite-Delivery, Indefinite-Quantity service type contract with Task Orders issued against the resulting IDIQ contract on a labor hour or firm-fixed price basis. The period of performance is for a base year period of 12 months and four option years (12 months each). The primary place of performance will be the various customer locations where the NBC has been selected to provide Oracle system services. Travel may, however, be infrequently required to Washington, DC; Virginia; and Colorado. The specific details regarding this requirement will be available in the solicitation package. The Request for Proposals (RFP), specifications, RFP amendments, and all questions and answers related to this procurement will be made available via the Internet at http://www.govworks.gov/vendor/csolicit.asp under RFP number 1406-04-06-RP-61828. The solicitation, RFP, is anticipated for release in early May and will only be available via the Internet at the above web site. Potential offerors are responsible for accessing the web site. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. There is no written solicitation document available, telephone requests will not be honored, and no bidders list will be maintained.
