Description
This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested, and a separate written solicitation will not be issued. INCLUDE THIS STATEMENT IF APPLICABLE: This requirement is set-aside 100% for Small Business. NAICS: 339111 SMALL BUSINESS SIZE STANDARD: 500 Employees This is a synopsis/solicitation for the DELIVERY AND INSTALLATION of ergonomic anti-fatigue mats; ONE (1) 3? X 50? mat, TWO (2) 5? X 50? mats, ONE (1) 58? X 50? mat, TWO (2) 57? X 50? mats, ONE (1) 3? X 100? mat, TWO (2) 5? X 100? mats, ONE (1) 56? X 100? mat, ONE (1) 58? X 100? mat and ONE (1) 57? X 100? mat. The purchase requirements for the ergonomic anti-fatigue mats are as follows: 1. Design: The Ergo Anti-Fatigue Mats for the Building B142 Plating Shop shall be new and complete, customized for the B 142 Plating Shop (hereafter called plating shop) , and ready for installation upon receipt. The vendor will be responsible for installing the Anti-Fatigue Mats (hereafter called mats). All mats will be supplied with secure suitable attachments or other equivalent devices which facilitates attaching the mats to the plating shop floor grates. 2. Description and Specifications. Ergo Anti-Fatigue Mats Shall Be: 2.1. Manufactured from Nitril Rubber from raw virgin material only. 2.2. Able to meet Class 1 (ISO Class) Clean Room applications. 2.3. Able to meet a Flame Point of 400oC. 2.4. Able to meet a minimum Tearing Strength of 25 N/mm. 2.5. Able to meet a minimum Shore Hardness of 45 (A). 2.6. Resistant to alkaline solutions with a pH no greater than 9.5. 2.7. Resistant to acid solutions with a pH of 2.0. 2.8. Able to provide for an insulation resistance greater than 10.5 Kv. 2.9. Able to provide for an electrical resistance greater than 9.5x106 ohms. 3. Capabilities. The Ergo Anti-Fatigue Mats shall have the following capabilities: 3.1. Free of curling, swelling, and expanding due to the plating shop environment. 3.2. Able to be used in dry and wet conditions without resulting in personnel slippage when standing or moving on the mats. 3.3. No deterioration of the mat's material which provides the anti-fatigue effect due to chemical exposure. 3.4. Provide for unrestrictive movement of a loaded cart's wheels on the mat's surface. 3.5. Able to be moved to meet shop maintenance requirements and then re-installed with out any deterioration of the mats anti-fatigue properties or physical properties. 3.6 Mat attachments or other similar devices must also facilitate removal of a mat section in less than 5 minutes in case of solution spills or emergencies. 3.7 Meet ergonomic requirements to prevent problems encountered in standing. 4. Additional Requirements: 4.1. The mats will require no overlapping. 4.2. The mats will have beveled edges. 4.3. Provided in a black color. 4.4. Possess no surface sheen capable of producing a glare or reflection. 4.5 The vendor will be required to make special cuts when installing the mats where needed around rectifiers, tanks fittings, pipes, etc. 4.6 Vendor will have the responsibility to train their personnel in safety and personnel protection related to working in a plating shop environment. 5. Installation and Training 5.1. The mats will be installed by the Vendor's qualified representative(s) in Building 142 RAFB, GA. 5.2. The Vendor's qualified representative(s) will provide instruction in removal, securing, and cleaning of mats. 6. Warranty: 6.1 The mats will have a minimum warranty of three (3) years from date of acceptance by government personnel. 6.2 Warranty shall include normal usage, 7 days a week and 24 hours per day, and cover solid chemical contact, liquid chemical contact, oil contact, and liquid plating shop process solution contact. 7.0 Documentation: One (1) set of paper documentation covering maintenance, cleaning, installation, and removal of mats The mats are to be delivered FOB Destination. The following clauses (current through FAC 2005-7, and DFARS Change Notice 20051209) are applicable to subject solicitation: FAR 52.212-1 Instructions to Offerors; 52.212-2 Evaluation-Commercial Items; 52.212-3 Offeror Representations and Certifications ? Commercial Items; 52.212-4 Contract Terms and Conditions ? Commercial Items; and 52-212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items; DFARS 252.212-7000, and DFARS 252.211-7003 (Item Identification and Valuation). In accordance with Clause 52.212-2, the evaluation factors shall be price and price related factors. IAW FAR 52.212-3, Reps/Certs should be completed on-line at www.bpn.gov. Oral procedures will be used for this solicitation.
