- The U.S. Department of Transportation, John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA intends to award a Firm-Fixed-Price (FFP) contract for on-site armed security guard services with a base period of 12 months and (4) 1 year options (60 months total performance). Contractor must furnish equipment, labor, management, materials, supervision, tools and transportation necessary to perform armed security guard services in accordance with the performance work statement (PWS) throughout the Volpe Center, which includes six buildings and exterior parking lots situated on 14 acres of land for 24 hours a day, 7 days a week. The solicitation is being set aside as a competitive 8(a) and will be solicited pursuant to Federal Acquisition Regulation (FAR) 19.805, Competitive 8(a) Procedures and FAR 15, Contracting by Negotiation. The solicitation will be made available on or about May 8, 2006. The North American Industry Classification Systems Code (NAICS) for this acquisition is 561612 and the Small Business size standard is $11.5 million. The solicitation and any document related to this procurement will be available on the Internet. These documents will be available in text format and reside on a WWW server which may be accessed using Web browsers. Offerors that desire to receive electronic notification of the solicitations posting and availability for downloading may register at the Volpe Center site. Contractors are warned that when they register to receive solicitations, amendments and other notices, the responsibility for providing the Government with an accurate and complete e-mail address lies with the contractor. The Government will make no additional effort to deliver information when the system indicates that transmissions cannot be delivered to the e-mail address provided. No hard copies of the solicitation will be mailed. Telephone requests will not be honored. NOTE: All contractors must be registered in the Central Contractor Registration (CCR) in order to receive an award from a DOT Agency. Contractors may access the site at http://www.ccr.gov to register and/or obtain information about the registration process. Additionally, solicitation Representation and Certifications are no longer provided within the solicitation and must be submitted online through the Online Representations and Certifications Application (ORCA). ORCA is a web-based system that centralizes and standardizes the collection, storage and viewing of the Representations and Certifications required by the Federal Acquisition Regulations. The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
