Description
MODIFICATION 02. The purpose of this modification is to make changes to FEDBIZOPPS Announcement SALMEC-06-R-0053 as follows: (1) Sentence changed from: First preference will be given to 8(a) set-aside small businesses in possession of a Top Secret facility clearance. Changed to: First preference will be given to 8(a) set-aside small businesses in possession of a Secret facility clearance. (2) Sentence changed from: IN ORDER TO BE ELIGIBLE TO PERFORM UNDER THIS CONTRACT, the prequalified firm(s) selected to participate in Phase II, including all entities which comprise a joint venture, must possess a Department of Defense (DOD) Top Secret facility security clearance (FCL) with Secret safeguarding capability, issued in accordance with the National Industrial Security Program Operating Manual (NISPOM), DoD 5220.22-M. (3) Submittal date changed from: ALL SUBMITTALS MUST BE RECEIVED BY 12:00 PM EST, Monday, April 17, 2006. Submittal date changed to: ALL SUBMITTALS MUST BE RECEIVED BY 12:00 PM EST, Thursday, April 27, 2006. Pursuant to Section 3 of the Foreign Service Buildings Act and other authorities, the U.S. Department of State, Office of Overseas Buildings Operations is seeking proposals to pre-qualify 8(a) small businesses for design-build contracts. Primary focus of work will be in the replacement of and M&R to FE/BR products; i.e., doors, windows, opaque panels, roof hatches and vault doors that may include electrical, mechanical, structural, and physical and technical security upgrades. It is anticipated that more than one award will result from this solicitation. First preference will be given to 8(a) set-aside small businesses in possession of a Top Secret facility clearance. Indefinite Delivery Indefinite Quantity (IDIQ) Contract(s) will be issued for one (1) base year plus four (4) option years. Work will be designated in individual task orders with scopes of work (SOW), identifying time, fixed price, and details of what must be accomplished. These procedures have been authorized under the Foreign Service Act, 22 U.S.C 294 to ensure timely completion of the Security Construction and Maintenance Program for overseas Embassies and Consulates.
