- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Although this is a combined synopsis/solicitation, please refer to the hard copy solicitation available on the Gateway at http://progate.daps.dla.mil/. You must submit your offer on the hard copy solicitation. From the Gateway homepage, left-hand sidebar, select “Search RFPs.” Then choose the RFP you wish to download. RFPs are in portable document format (PDF). To download and view these documents you will need the latest version of Adobe Acrobat Reader. This software is available free at http://www.adobe.com. A paper copy of the solicitation will not be available to requestors. The combined synopsis/solicitation will be issued on 29 November 2005, with a closing date of 28 December 2005. Solicitation number SP0406-06-R-0129 is issued as request for proposal (RFP.) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005. Solicitation is unrestricted, other than full and open competition and the NAICS code is 325188, 1000 employees. NSNs 6850-01-397-2306 and 6850-01-397-2307, Cleaning Compound, Solvent, will result in a Fixed Price/Economic Price Adjustment Indefinite Quantity Contract for a base year with four one-year option periods. Both NSNs: These are commercial items. No data is available; sole approved source is Modern Chemical Co., CAGE 0GA37. The alternate offeror is required to provide a complete data package including data for the approved and alternate part for evaluation. Alternate offerors shall have their product tested by the Compressed Gas Association, Inc (CGA) for Cleaning Efficiency Factor (CEF) and as precision cleaning agent suitable for oxygen service. Alternate offer product is required to be listed in the CGA Directory of Cleaning Agent for Oxygen Service. Costs of testing, etc. are the responsibility of the alternate offeror. Stock lines only to SRG, Richmond, VA and AQ5, Tracy, CA. FOB Destination with Inspection and Acceptance at Destination. QAP 251 applies. Quantity variance is Plus 5%, Minus 5%. MSDS and OSHA Hazard Warning Label are required. Original Manufacturer’s commercial unit packaging is required. Repackaging is not authorized. NSN 6850-01-397-2306, unit drum contains 55 gallons. P/N: BGSW-55 (Blue Gold Spray Wash). Base and option year Estimated Annual Demand (EAD) to SRG is 78 DR; to AQ5 is 8 DR. Minimum order quantity is 15 DR; maximum order quantity is 120 DR. Delivery 30 DARO. NSN 6850-01-397-2307, unit plastic can contains 5 gallons. P/N: BGSW-5 (Blue Gold Spray Wash). Base and option year Estimated Annual Demand (EAD) to SRG is 42 CN; to AQ5 is 53 CN. Minimum order quantity is 19 CN; maximum order quantity is 152 CN. Delivery 24 DARO. Automated Best Value System (ABVS) applies; the final contract award decision may be based on a combination of price, past performance, and other evaluation factors as described in the solicitation.
