- Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form. Offeror should register to receive notification of this solicitation or solicitation amendments. Copies of this solicitation can be found on the DLA Procurement Gateway at http://progate.daps.dla.mil/home AFTER 17 APR 2006. From the Gateway homepage, select "Search RFPs" from the left-hand sidebar. Then choose the RFP you wish to view. You must be registered in order to download RFPs. If you are not, you will be directed to register at time of download. In order to ensure e-mail notification of RFPs, prospective vendors MUST go to the RFP Information page and select DSCP Clothing & Textiles (C&T) as the commodity center from which notices will be sent. The solicitations will be in a downloadable, printable format when viewed with an Adobe Acrobat Reader. Free software is available at http://www.adobe.com/products/acrobat/readstep2.html. Important Note on Foreign Content The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as “The Berry Amendment” impose restrictions on the DoD’s acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and “specialty metals” (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies. This information applies to solicitation SP0100-06-R-0071. The applicable NSN for this procurement is 8305-01-209-6542. This is for the purchase of Cloth, Broadcloth, Scarlet MC # 2501. The purchase description is MIL-C-29405A (MC) dated 1 MAR 1985, mothproof in accordance with MIL-C-43665. The purchase quantity is 25,000 yards. The destination is the Contractor’s plant. The production leadtime is 330 days after date of award. If First Article is waived, then the production leadtime is 210 days after date of award. There will be 5 deliveries. This solicitation will be issued Unrestricted that will result in a Firm Fixed Price contract. This Best Value will use Source selection procedures utilizing the following evaluation factors in descending order of importance: Experience/Past Performance, Bill and Hold, Socioeconomic Consideration, DLA Mentoring Business Agreements (MBA) Program, and Javits-Wagner-O’Day Entity Proposal (JWOD). Acceleration of delivery will be permitted at the Government’s written request. Reference Numbered Notes 1, 9. and 26.
