- Pursuant to OMB Circular A-76, this synopsis represents the formal public announcement and official start date of a standard competition on commercial activity functions currently performed by federal government employees and contractors at the National Highway Traffic Safety Administration (NHTSA), a component of the U.S. Department of Transportation. The incumbent service providers that will be impacted by this standard competition include approximately six federal full-time equivalents (FTE) and approximately five contract man-year equivalents (CME). The commercial functions covered by this competition include researching and preparing responses to consumer correspondence relating to motor vehicle and motor vehicle equipment safety defect data, recall campaigns, service bulletins, and other defect-related issues, researching and preparing responses to controlled correspondence relating to defects (e.g., congressional inquiries), indexing and maintaining manufacturer manuals and service bulletins, and performing scanning, indexing, and redaction of investigation files. All work is performed at NHTSA Headquarters in Washington, DC. The Government intends to award a firm fixed-price contract for these functions. The total period of performance for contract award will be comprised of one (1) Base Year and four (4) Option Years. This competition is a set-aside for Small Businesses only and NHTSA. NAICS Code 561110 ? size standard $6 million applies. The anticipated solicitation release date is on or about April 5, 2006. The solicitation will be posted at www.fbo.gov. In accordance with Attachment B, Part B.1 of OMB Circular A-76 dated May 29, 2003, the following additional information is provided: Competitive Sourcing Official (CSO), Mr. Gregory Walter; Contracting Officer (CO), Mr. Earnest Jenkins; Agency Tender Official (ATO), Mr. Daniel Smith.
