Description
NASA/JSC has a requirement for the fabrication and testing of 12 spherical composite over-wrapped pressure vessels (COPV) test articles at cryogenic temperatures for spacecraft applications. Six of the articles will have an Inconel 718 liner while the remaining six will have an Al 2219 liner. The COPV is used as a storage vessel for high pressure helium gas for the pressurization subsystem of a propulsion system. The COPV has a thin inner metal liner that acts as a sealant surface. The strength to withstand pressure on a COPV is provided by the overwrap which is a combination of graphite fiber and epoxy. The objective of the testing effort is to determine which metal liner performs best at cryogenic temperature conditions. NASA/JSC intends to purchase the fabrication and testing from ARDE, Inc. of Norwood, New Jersey, based on the statutory authority of Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. ARDE, Inc. currently manufactures a spherical COPV Model D4333 which has a CRES 301 metal liner. ARDE, Inc. possesses the tooling and fabrication procedures for Model D4333. This model will be used to create the test articles from Inconel 7189 and Al 2219. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 noon local time on April 21, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
