This sources-sought synopsis AND REQUEST FOR INFORMATION is issued in anticipation of a potential future procurement program planned for late calendar year 2006, with delivery no later than twelve (12) months after contract award. The Naval Sea Systems Command is conducting market research to determine the interest of sources for a hydrographic survey vessel for the Royal Navy of Oman (RNO) possessing the characteristics listed below. The vessel would be procured for the RNO under a Foreign Military Sales Case and would operate within Omani waters performing hydrographic survey operations offshore from a depth of 7 meters to 1000 meters with the capability to collect hydrographic data to International Hydrographic Organization (IHO) Publication S44 Order 1 requirements. The USG will provide the offeror with the vessel design. This design is based on the existing University of Miami R/V Walton Smith Catamaran that was constructed to ABS loadline and 46CFR Subchapter! ?T? requirements for a vessel under 100 gross tonnage. In addition to building the vessel the Contractor will prepare the vessel for transportation to Oman, reactivate the vessel in Oman and provide two weeks of operations, maintenance and system training on the vessel?s HM&E in-country. The solicitation if executed will consist of a Detailed Design Drawing Package, Master Equipment List (MEL), Specification, and Government Furnished Equipment (GFE) and Information. The preliminary General Arrangement drawings, MEL and GFE list may be reviewed after 15 April 2006 at: http://www.dejongandlebet.com/ If the contractor desires copy of the preliminary Detailed Design Drawing Package it will be made available by phoning 904 399 3673 and referencing this sources sought. This procurement may also include a contractor provided, commercially produced 21 foot, GRP hydrographic survey launch (HSL). The HSL, if required, must have a proven history of service in hydrographic survey. The HSL will have an air conditioned cabin with workspace for two personnel and the GFE survey equipment, propulsion by two gas outboard engines, an inboard fuel tank, a coastal radar, a VHF radio and normal USCG safety equipment. The HSV will support the HSL with a demountable davit, power, and fresh water. Responses should include: (a) The name and address of the contractor and where the vessel would be built; (b) Point of contact including name, title, phone, and email addresses; (c) A notional production plan based on executing a contract in December of 2006, (d) AN ESTIMATED UNIT PRICE for construction according to the Detailed Design Drawing Package, installation of the GFE, acceptance testing of the HSV and hydrographic survey system and delivery; (e) An ESTIMATED PRICE FOR preparing the vessel for transportation to Oman, reactivation in Oman, and conducting two weeks of HM&E operations, maintenance and system training in-country; (f) AN ESTIMATED PRICE FOR procurement of the HSL, installation of the GFE and procurement and installation of the HSV support requirements, and acceptance testing of the HSL and GFE hydrographic survey equipment; (g) FOB origin delivery of the vessel; and (h) Whether the business is currently classified as a Large, Small, Small Disadvantaged, 8(a) and/or Woman Owned company, Hub Zone small business, veteran owned small business, or service disabled veteran owned small business.
