DESCRIPTION: This solicitation is issued as a request for quotation for small business set-aside utilizing the associated NAICS code 541380, standard size of $10,000,000.00, SIC code 8734. Solicitation documents and incorporated provisions and clauses are those in eff ect through Federal Acquisition Circular. Provision at 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition. Offerors shall include with their offer a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items. Clauses 52.212-4, Contract Terms and Conditions Commercial Items, and 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders Commercial Items, are applicable to this acquisition. The Nashville District U.S. Army Corps of Engineers intends to issue a Request for Quote (RFQ), W912P5-06-T-0016, for the acquisition of services for water quality testing on the effluent of the waste water treatment plant located at the Corps Eastern Ar ea Office, Wolf Creek Power Plant, in Jamestown, Kentucky. The contractor must be able to perform a wide series of tests such as Carbonaceous Biochemical Oxygen Demand-nitrification Inhib. SM 5210 18th ED, Total Suspend Solids EPA 160.2, Ammonia Distillat ion EPA 350.2, Ammonia Nitrogen EPA 350.3, Coliform Bacteria (FECIA) SM 9222D-MOD 18th ED, Field Dissolved Oxygen SAS, Flow Thru Plant, Field PH (Aqueous) EPA 150.1, Field Residual Chlorine EPA 330.5, etc. Sampling may be done by specified grab sampling m ethods or other detailed means. All tests must be accurately documented at the time of testing, and reports shall be provided in the final format required at the request of the project. Documentation will be utilized in substantiating Kentucky State perm itting requirements. The Government intends to award a firm-fixed price blanket purchase agreement for a period of 3 years based on best value. Offerors shall only submit their cost on the attached cost sheet. The contractor will be evaluated on their ( 1) technical capability, (2) costs, and (3) past performance. This information shall include the attached cost sheet, and the experienced data shall not exceed three typed pages, 8 ? x 11, 12 point font. All offerors must be registered in the Central Con tractor Register (www.ccr.gov) in order to be awarded a Government contract.
