- This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: firm fixed price proposals are being requested. Solicitation number W912LQ-06-T-0007 is attached for ease in submittal of proposal. The solicitation document and incorporated provisions and cl auses are those in effect through Federal Acquisition Circular 2005-07 effective 02 February 2006. This action is a 100% small business set-aside; the NAICS code is 334220 with a small business size standard of 750. The Virginia Army National Guard has a requirement for a ground, 2-way radio system to include mobile radios, portable VHF radios, charging banks, desktop base station and complete installation into government vehicles. The VaARNG currently utilizes a Mo torola system that is over five years old and becoming worn. System must be comparable to and compatible with existing Motorola TR10 base station with Motorola portable and mobile radios. CLIN 0001 52 each Portable VHF Radios comparable to Motorola CP200; refer to attached solicitation document for salient characteristics. CLIN 0002 20 each mobile two-way radios comparable to Motorola CM300 with 45 watts, microphone, bracket and cable; ref er to solicitation document for salient characteristics. CLIN 0003 4 each 6-pocket rapid rate multi-unit chargers comparable to Motorola WPLN4161AR. CLIN 0004 1 each desktop radio comparable to Motorola TR10 model; refer to solicitation document for sali ent characteristics. CLIN 0005 1 lot complete installation of mobile radios into 18 vehicles, including magnetic mounting bases, vehicle antenna, cabling, nuts etc. Contractor must coordinate frequencies with existing VaARNG frequencies within 10 days o f the receipt of award; radios will be delivered fully programmed. VaARNG frequency range is 136-162 MGH. The contractor will deliver and test all equipment to Building 3002, Fort Pickett, Blackstone, Virginia. In addition, mobile radios will be installed in government vehicles. Installation will be in accordance with all state and federal codes and laws. C ontractor is to provide specification sheets and compatibility statement with quote. A one-year maintenance agreement to start after expiration of commercial warranty is required for equipment. Installation is to be warranted for one year from the date o f installation. Installation will be scheduled and accomplished at one time (i.e. two consecutive week days) at Fort Pickett before April 30, 2006. Coordination of installation will be made through a point of contact to be identified at time of award. All O&M manuals and a spare parts list will be provided at time of installation. Signed quotes must indicate quantity, unit price and total amount of bid, or the attached completed solicitation document may be submitted. Please indicate if government credit card is accepted for payment of invoice. Award will be made to the responsive , responsible contractor that submits the lowest total price for all line items. Contractor must be registered with Central Contractor Registration (CCR) to be considered for award. Offerors must include a completed copy of the provisions at 52.212-3 Off erors Representations and Certifications-Commercial Items with their proposal.
