Description
DESC: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the most current Federal Acquisition Circular. This acquisition is set aside 100% for small businesses. The associated NAICS code is 611699, with a $6M size standard. A firm-fixed price (FFP) is being contemplated. Scope of work: (IAW the Performance Work Statement, dated 14 Feb 2006--See attached) The contractor shall provide qualified personnel, equipment, tools, materials, supervision, and other items and services necessary to ensure that United States Air Force (USAF) Flight Attendant (FA) personnel are provided with professional and certified American Heart Association (AHA) cardiopulmonary resuscitation (CPR), automatic external defibrillator (AED), and in-flight medical illness training. CLIN Descriptions are as follows: CLIN 0000-Initial In-flight Medical Illness, CPR, and AED Training. QTY=36EA CLIN 0001-Refresher In-flight Illness, CPR, and AED Training. QTY=36 The product descriptions provided above are meant to show the Government?s minimum requirements. Offerors can quote with equal items, but must submit convincing evidence of capability and compatibility of replacements. Offerors quoting equals must provide descriptive literature to the extent necessary to allow the Government to determine the technical acceptability of the equal item. Required delivery is no later than 5 weeks upon receipt of order. The provision at FAR 52.212-2, Evaluation--Commercial Items, apply to this acquisiton. The governemnt will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, will be the most advantageous to the Government. The clause at FAR 52.212-3, Offeror Representations and Certification--Commercial Items, applies to this solicitation and the offeror must include a completed copy of this provision with their quote. The clause at FAR 52.212-4, Contract Terms and Conditions--Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial solicitation; FAR 52.222-26, Equal Opportunity; FAR52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-36, Affirmative Action for Handicapped Workers; FAR 52.222-42, Statement of Equivalent Rates for Federal Hires. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes of Executive Orders applicable to Defense Acquisition of Commercial Items, applies to this solicitation. Specifically, the following clauses cited, are applicable to this solicitation: DFARS 252.225-7001, Buy American Act and Balance of Payment Program. The clause at FAR 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this solicitation. The provision at FAR 52.215-1, Instructions to Offerors--Competitive Acquisition applies to this solicitiation.
