- This project is restricted to HUBZone businesses only. The work includes, but is not limited to, out-of-service internal cleaning (including removal and disposal of residual fuel as hazardous waste) of the AST in accordance with API Standard 2015 Safe Entry and Cleaning of Petroleum Storage Tanks and all applicable referenced OSHA requirements; coordination with the confined space program team (CSPT) to obtain a permit or approval of the contractor?s program; perform out-of-service internal cleaning only to the extent required for performance of internal epoxy repairs; conduct both internal and external repairs to the Aboveground Storage Tanks (AST) while out of service for cleaning and inspection; examine and photograph any internal anomalies that might be noted by an API-653 internal out-of-service inspection and recommend corrections and associated costs for a field repairs; and prepare/re-epoxy all cracked and bubbled areas on the internal liner in strict accordance applicable specifications. All bidding contractors must supply the following evidence that the firm is qualified to perform the work such as following: a narrative explaining why the firm is qualified, along with specific references; examples of three similar projects completed by the firm over the past five years; include the scope of work, applicable size of tanks, pipes, system capacity, customer?s name (company and owner), and point(s) of contact, certification that the contract supervisor is thoroughly familiar with the fuel characteristics, worker safety requirements in relation to API Standard 2015, and related OSHA requirements and names and qualifications (including confined space training) of each contractor?s representative who will be in charge of the work and be present at the job site when work is being done. All bids not including proper qualifications information shall be rejected. The acquisition shall be awarded as a Firm Fixed Price type contract with a magnitude is between $100K and $250K. It is anticipated that the solicitation will be issued on or about 9 May 2006 and Pre-bid Conference on or about 19 May 2006. Firms must be registered in the Central Contractor?s Registration (CCR) and ORCA prior the time of award.
