- Deliberate and Crisis Action Planning and Execution Segments (DCAPES) supports deliberate and crisis action planning by providing users the capability to: receive and analyze taskings; develop, compare, and prioritize alternative Courses of Action (COAs); and prepare documents which support the Joint Strategic Capabilities Plan (JSCP), Unified Command, and Air Force requirements and taskings. Specifically, DCAPES will help planners to electronically: access United States Air Force (USAF) planning and execution data; create and maintain War and Mobilization Plan (WMP)-3/4/5 data; exchange data with other command and control systems; create and manage Unit Type Codes (UTCs); produce Time Phased Force and Deployment Data (TPFDD); compare planning data in different databases; perform feasibility and capability analysis in support of logistics, manpower, personnel, and transportation requirements; and develop planning and execution documents. DCAPES will evolve current war planning and execution system capabilities and technology insertions by facilitating interoperability and integration. DCAPES will capitalize on savings realized by integrating common and consistent functional and technical capabilities across mission boundaries and eliminating duplication in functionality, support requirements, acquisition programs management, and integration processes. We anticipate issuing an ID/IQ contract with a 5-year ordering period and a mixture of CLIN types, to include CPAF, FFP, and CR items for the continued development and support of DCAPES software.
