- VA VISN 22 Network Business Center intends to negotiate a commercial (FAR Part 12) sole source contract with the American Association of Critical Care Nurses under the authority of FAR 6.302-1. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-08. Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for other than full and open competition is being prepared in support of this acquisition. This procurement is to obtain computer-based, accredited educational course materials and course completion e-learning environment designed specifically for critical care nurses. The courseware possesses the ability to be accessed via Internet access, affording employees to logon either at work or at home. The courseware package affords supervisory personnel the ability to view individual employee progress and generate periodic reports for retrieval and review. Support services include software licensing and other technical support as needed to maintain around-the-clock courseware access. The Government intends to award a firm, fixed price contract for one year for continuous delivery of the aforementioned program access to qualifying subscribers employed by the following facilities: (a) Greater Los Angeles VA Regional Healthcare System, Los Angeles CA; (b) Jerry L. Pettis Veterans Hospital, Loma Linda, CA; (c) Southern Nevada VA Healthcare System, Las Vegas, NV; (d) Long Beach VA Healthcare System; and (e) San Diego VA Healthcare System. (The five centers have an annual combined subscriber requirement of up to 11,000 per center.) Interested persons may identify their interest and capability to respond to the requirement or submit a proposal. This notice is not a request for competitive proposals. All proposals received by 3:00 P.M. Pacific Daylight Time, April 12, 2006, will be considered by the Government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
