Description
Furnish a complete design and construction (Design/Build) services to install a new all labor, materials, tools, equipment, and Design-Build services necessary for install new computerized pneumatic tube system . Work shall both a the design and furnishing all materials, equipment, labor, and supervision for construction services required to install new computerized pneumatic tube system in hospital with pneumatic tube stations in following areas: Clinical Laboratory, Emergency Room, Operating Room, Intensive Care Unit, Medical Intensive Care Unit, Inpatient and Outpatient Pharmacy, Observation Unit, and Dialysis. Design/Build (D/B) system shall include all pneumatic tube main infrastructure components that will allow future addition of two pneumatic tube stations for each of the following inpatient floors in the Tower section of VAMC Main Building. D/B Team must coordinate their design with an existing design for an on-going project involving total renovation of 3 main floors of the. Design shall also allow future placement of new pneumatic tube stations at both nurses stations located on 5 floors of the Tower section. System will be designed to transport drugs and laboratory specimens between certain locations as determined by VA. Pneumatic tube system shall be as manufactured by PEVCO or an approved equal. In addition, work includes to provide asbestos survey, and abatement as needed for construction of system, & furnish design drawings, material cut sheets, and specifications for approval by VA. Contractor shall use standard VA specifications for design of all systems. Contractor shall design & build pneumatic tube systems in accordance with all VA regulations and guidelines. These are available at http://vaww.va.gov/facmgt/standard/spec_idx.asp. New pneumatic tube system shall be computer controlled and shall be capable of tube velocities of at least 25 feet per second. Designs shall be in compliance with VA Design Criteria and specifications. Coordinate installation work at days and times to minimize disruption to Medical Center. This may include some weekend or after hours work. Contractor shall also follow all VA infection control standards and interim life safety measures for hospital construction. System must be capable of being expanded into an additional 3 Floors of the medical center. Work also includes for preparing a Health and Safety Plan to address confined space, above ceiling, noise, dust, odor and vibration control requirements, and to perform this to assure that the objective project performs as intended. Completion of the Design-Build project shall be 270 calendar days from date of NTP. Proposals submitted in response to this solicitation will be evaluated in accordance with the factors stated in the SOL. The plans and specifications furnished with this solicitation are developmental in nature and are provided for reference only. Any resultant contract will require the contractor to submit a complete design independent of the developmental plans and specifications. Award will be made to the offeror whose overall offer (both technically and cost/price) is most advantageous to the Government. A Pre-Proposal meeting has been scheduled for 4/26/06 at 1:00 p.m. (EST). EST cost of the Design-Build services; $250,000 to $500,000. Issue dtd of SOL pkg: o/a 4/12/06. SOL can be obtained at no charge at the Business Opportunities System website http://www.fedbizopps.gov. Dissemination is limited to electronic medium and no hard copies, except drawings will be provided by the VA. Drawings shall be available in hard copy only. TO OBTAIN DRAWINGS, A DEPOSIT OF $25.00 IS REQUIRED. DEPOSIT IS REFUNDABLE AFTER THE RETURN OF THE DRAWINGS TO THE CONTRACTING OFFICER WITHIN 15 DAYS OF THE CLOSING DATE OF THE SOL. Deposit shall be in the form of a company or cashier's check or money order made payable to: "VA Medical Center/508" NO PERSONAL CHECKS WILL BE ACCEPTED. DEPOSIT FOR DRAWINGS MUST BE IN WRITING AND MAILED TO "Contracting Officer (90C), VA Medical Center, 1670 Clairmont Rd, Decatur, GA 30033-4004. QUESTIONS REGARDING THIS SOL MUST BE SENT TO THE CONTRACTING OFFICER EITHER BY FAX OR E-MAIL. NO TELEPHONE REQUESTS WILL BE ACCEPTED. Any amendments will be posted at the website. Proposals submitted must have an original signature by an individual authorized to bind the company. Electronic offers will not be accepted. Award is subject to the availability of funds. The proposed contract is set-aside for Service-Disabled Veteran Owned. Government Note 29 applies.
