Description
Pre-Solicitation Notice: The Government intends to issue an Invitation for Bids (IFB) for construction of the New Nutrient Management Research Lab (NMRL) and Animal Holding Facility (AHF) in Marshfield, Wisconsin. PROJECT SUMMARY: The NMRL will consist of a 22,200 sq ft one-story Class C low hazard laboratory building with associated administrative/office occupancies. Site work includes demolition of an existing milking facility and silos, grading, utilities, parking, landscaping, signage and incidental related work. The 76,400 sq ft AHF includes the construction of a 2,556 sq ft one-story Class C, low hazard administration building, the construction of a 2,373 sq ft one-story addition to an existing calf transition barn (Building C), the construction of a 3,173 sq ft one-story animal health facility (Building F), the construction of a 41,800 sq ft one-story heifer free stall barn as part of a dairy complex (Building I), the construction of a 18,624 sq ft one-story lactating cow free stall barn as part of a dairy complex (Building J), the construction of a 4,750 sq ft milking center (Building K) area and enclosed connecting corridors, (Building L), 3,128 sq ft all as Phase 2 of a dairy complex (Building L), and the construction of a waste handling and collection system which includes large leaching lagoons and four (4) acres of concrete pads. Site work includes grading, drilled wells utilities, access roadways, landscaping, and signage, and incidental related work. The work pertaining to the AHF is located in Stanford, WI, north of the campus of the current Marshfield Agricultural Research Station in Marshfield, WI. Site work includes grading and all utilities. The solicitation will include four (4) Optional Line Items, three (3) for the AHF and one (1) for the NMRL which will be evaluated prior to award. The Optional Line items are as follows: NMRL (1) Build-out Technology Transfer Room & Two Labs and Landscaping; AHF (1) 2/3 Calf Transition Barn and Concrete Storage Pads; (2) Administrative Building; and (3) Concrete Paving, Asphalt Paving and Digester Building. The project completion time is 15 months after notice to proceed. The estimated price range is $15 to $17 million. The NAICS code is 236220, with a size standard of $31 million. This procurement will be conducted on an unrestricted basis using sealed bidding procedures. Large business firms will be required to submit a subcontracting plan with goals for small, small disadvantaged, woman-owned small business, HUBZone small business, and service-disabled veteran-owned small business. A bid bond and Miller Act Performance and Payment Bonds will be required. Solicitation No. 05-3K15-06, EXCLUDING drawings and specifications, will be available for viewing on FedBizOpps. Hard copy sets of Plan and Specifications will be available for purchase on or about May 1, 2006, for a NON-REFUNDABLE FEE OF $850.00. The written request and the check or money order MUST BE SENT TO: USDA, ARS, FD, Facilities Contracts Branch, 5601 Sunnyside Avenue, MS 5124, Beltsville, Maryland 20705. The checks or money orders are non-refundable and shall be made payable to: USDA, Agricultural Research Service. Cash, credit cards, and two-party checks will not be accepted. TELEPHONE, ELECTRONIC, OR FACSIMILE REQUESTS FOR THE SOLICITATION PACKAGE WILL NOT BE ACCEPTED. A single pre-bid conference and site visit will be conducted in Marshfield, Wisconsin on May 16, 2006, @ 9:30am central time at UW-MARS, Auditorium, 8396 Yellowstone Drive, Marshfield, WI 54449. Attendance at the site visit is not mandatory, but it is strongly encouraged. Potential subcontractors are encouraged to attend the Pre-Bid Conference and provide copies of their business resumes to potential prime contractors for possible subcontracting opportunities. The Bid Opening will be on or about May 31, 2006, 1:00pm (central time) at the U.S. Department of Agriculture, Agricultural Research Service, Administrative Office, ATTN: Jean Weinbrenner, 1925 Linden Drive West, Madison, Wisconsin 53706. Due to heightened security at Government buildings, bidders are encouraged to send their bids via overnight mail. If bids are sent via regular mail, please allow an additional five (5) days for mail scanning.
