- NASA/GRC has a requirement for CARES/Life (Ceramics Analysis and Reliability Evaluation of Structures)software development and corresponding MEMS thin film reliability analysis. The effort involves integration of a proprietary set of software codes to create the capability to perform the reliability analysis using selected finite element analysis programs. NASA/GRC intends to contract with Connecticut Reserve Technologies on a sole source basis. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1) "Only one responsible source and no other supplies or services will satisfy agency requirements." In order to perform this effort, NASA needs the proprietary software code from Connecticut Reserve Technologies to make the modifications necessary. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See note 22. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 19, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
