- NAICS Code: 541710 THIS IS A PRE-SOLICITATION SYNOPSIS FOR STUDENT SERVICES TO BE AWARDED ON A CONTRACT BASIS BY THE US ENVIRONMENTAL PROTECTION AGENCY. The solicitation number is UJPR09 (RFQ-RT-06-00078). The Environmental Sciences Division (ESD) of the National Exposure Research Laboratory (NERL), Office of Research and Development (ORD), United States Environmental Protection Agency (EPA), is seeking a student contractor with at least a Masters degree, including at least 15 semester credit hours (or equivalent) of formal training in biology, chemistry, ecology, environmental science, geology, hydrogeology, geography, engineering, or a related field, to provide services under a contractual agreement in support of ESD environmental science projects that integrate remote sensing and theoretical ecology. The ideal student contractor will have extensive experience and/or training in general laboratory and field techniques, soil chemistry, wetland ecology, and/or environmental science, and thrive in a self-motivated and innovative research environment. The use of remote sensing and geographic information systems is essential to provide accurate broad-scale data from which decisions about environmental conditions can be made. This research area is focused on improving the accuracy and representativeness of data through better sampling designs, equipment, methods, and through improved statistical data interpretation. The student will assist in the remote measurement and evaluation of contaminants and other environmental conditions, in various media, with emphasis on soils, sediments, surface water, and ground water. The student contractor will work as part of a multi-disciplinary research team, and will provide technical laboratory and field support for directed environmental science research projects. The student contractor will perform duties, as requested, according to specifications and instructions provided by their Mentor. Where appropriate, the student contractor will maintain careful and accurate records in designated laboratory notebooks and digital records, and be capable of reformatting these records consistent with professional publications. Notebooks, results, and other data produced under this order will be the property of the U.S. Environmental Protection Agency. The student contractor needs to have (at least) completed all requirements of a Master's degree in biology, chemistry, ecology, environmental science, geology, hydrogeology, geography, engineering, or a related field. The ideal student contractor will have training and/or experience in general laboratory and field techniques, soil chemistry, wetland ecology, and environmental science, and thrive in a self-motivated and innovative research environment. The student contractor will need to know basic laboratory and field safety requirements. The ideal student contractor should also have a strong background in remote sensing and geospatial data analyses, preferably with a strong understanding of theoretical ecology. The student contractor's specific duties will include all traditional functions involved in photogrametry; photo-interpretation; geodesy; mathematical and statistical analyses; surveying and use of global positioning systems; remote sensing data acquisition and analyses; geography and geographic information system analyses (approximately 80% of activities). The student contractor will also complete extensive self-directed literature reviews, and must be able to successfully synthesize the current literature in various (e.g., the remote-sensing, geography, and ecological) disciplines, summarize those works, and directly apply this information to directed environmental science projects (approximately 20% of activities). Dr. Ricardo Lopez, who will also serve as the student contractor's mentor, will provide all necessary instructions and training. Students under this contract may be required to undergo a background check and check of FBI fingerprint files and a suitability determination by the Environmental Protection Agency. If a background check reveals information to indicate the student represents a risk to the interests of EPA and the national security, the contract may be terminated. Work could be performed in both laboratory and field settings, and may require travel. Student contractors will be required to wear safety apparel and to closely observe safety requirements. The employer will provide formal safety training to the student contractor. The student contractor will be conducting their specific duties at the Environmental Sciences Division and physically situated in the Executive Building at 944 E. Harmon Ave., Las Vegas, Nevada, 89119. The student contractor will also need to spend time in the nearby Landscape Ecology Branch offices, local libraries, field locations, or other necessary research locations, as necessary to accomplish directed project goals. Work is currently projected to begin in early May 2006. The contract will be for one year (not-to-exceed 2,000 hours), and will include the option of an additional year. The contract is for one full-time (40 hours/week) student contractor. The hourly rate of compensation for this position is dependent upon education, with the minimum educational requirement of a Masters degree compensating the contractor at a rate of $22.13/hour. Compensation includes the cost of self-employment taxes for social security and Medicare. The student contractor will be compensated at the basic hourly rate only for the number of hours worked and do not receive overtime premium for any hours worked beyond the 40-hour week. The student contractor does not accrue leave or holiday benefits and is not compensated for any non-work days, regardless of the reason. Federal, State, local, and Social Security taxes will not be withheld; the student contractor is responsible for paying all Federal, State, local, and Social Security taxes required as a result of income received under this order.
