- The U.S. EPA intends to award a firm fixed price commercial contract on a sole source basis with Kline & Company Inc. under the authority of FAR 13.501 to provide Specialty Market Non-Agricultural Pesticide Data for the Office of Pesticide Programs (OPP) Biological and Economic Analysis Division (BEAD) using the commercial test program in FAR Subpart 13.5. These data are highly specialized and the major components thereof are not to be found from any other source with the same coverage and precision. Any alternate sources that could possibly provide the same data would require duplicating the past data series previously procured with a resultant duplication of cost to the Government that cannot be recovered through competition. Additionally, the cost of EPA directly funding surveys of specialized markets pesicide data would be many times the cost of procuring these commericially available data. THIS ANNOUNCEMENT IS NOT A REQUEST FOR QUOTATIONS. The applicable NAICS code is 511140. The estimated dollar value of this procurement is approximately $1.0 Million (approx. $200,000 per year) and the contract term is up to a maximum 5 years (1 base and 4 options).
